- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with the University of Maryland, 3112 Lee Bldg, 7809 Regents DR., College Park MD 20742 for the Mid-Atlantic Crossroads (MAX) Network services to increase the total value of Purchase Order SB1341-15-SE-0212 for additional network bandwidth. This research network will be used by the National Institute of Standards and Technology (NIST) Network Technologies Division, 100 Bureau Drive, Gaithersburg, MD 20899-1640. The estimated value of the ceiling increase is $268,333. The period of performance remains unchanged. ***** Sole source determination is based on the need for additional network bandwidth for research purposes. All high-speed connections to research networks in the Washington, D.C. Metropolitan Area must be connected through the metropolitan optical network run by the MAX. MAX is a non-profit consortium founded by universities in this region to provide pioneering efforts in advanced networking and to provide researchers access to the best networking infrastructure for conducting research. MAX is the only Washington D.C. access point to the Internet2 research network. The MAX uses the University of Maryland office of Research Administration and Advancement for the day to day administration of contract actions and billing. The NIST has an existing agreement with the University of Maryland to participate in the MAX network. Therefore, the University of Maryland is the only vendor capable of meeting this requirement. *****The North American Industry Classification System (NAICS) code for this acquisition is 518210- Data Processing, Hosting, and Related Services. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hing Pan Wong at hingpan.wong@nist.gov. All responses to this notice of intent must be submitted so that they are received at hingpan.wong@nist.gov no later than February 13, 2017, at 11:00 AM Eastern Time.
