Description
Performance Work Statement - Facility Maintenance Requirement This is NOT a synopsis or solicitation and no contracts will result from this notice. This is a Sources Sought Notice to determine potential sources and requirement specific information. No reimbursement will be made for any costs associated with providing information in response to this notice. Interested parties are responsible for monitoring the FedBizOps ( https://www.fbo.gov/ ) website for further information. The information requested by this Sources Sought will be used within the Air Force (AF) to facilitate decision-making and will not be disclosed outside the agency. Information will be utilized to determine the best acquisition strategy for this procurement. Interested parties choosing to respond to this Request for Information (RFI) are cautioned that this RFI is not a Request for Quotation (RFQ). Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this Sources Sought Notice. Responses to the Sources Sought Notice will not be returned. Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, if one is issued. However, interested parties are highly encouraged to respond to this notice if capable. The 52 nd Contracting Squadron (52 CONS) is conducting market research to determine interest in a firm-fixed type contract for Facility Operations, Repair, and Maintenance to be performed at Spangdahlem Air Base, Germany. The anticipated period of performance, assuming a contract is issued, is on/about 1 October 2017 for one year with two option periods (1 st option period is 12 months; 2 nd option period is 9 months). It may be possible that the contract will be extended up to 11 additional months. Additionally, there is currently no timeframe for potential RFQ release. The anticipated North American Industrial Classification System (NAICS) code is 561210. We are seeking information on capabilities and qualifications for Facility Maintenance Services. Information shall encompass the following (please limit submission to 10 pages or less): 1. Company Information: 1. Name, 2. address, 3. telephone number, 4. point of contact names, 5. e-mail addresses, and 6. CAGE code. 2. Recommendations for use of an alternative NAICS code. 3. Suggestions for alternate approaches to providing and accomplishing services. 4. Capability to fulfill the following requirement in accordance with attached Performance Work Statement (dated 05 December 2016): ITEM #: 0001 QUANTITY: 12 UNIT: Months Facility Operations, Maintenance & Repair Nonpersonal Services: Contractor shall provide all personnel, equipment, tools (to include special tooling), vehicles, materials, transportation and supervision necessary to perform all operation. Maintenance and repair tasks and functions primary for heating, ventilation and air conditioning (HVAC) for all medical treatment facilities at Spangdahlem Air Base and Zemmer warehouse. Service shall be performed in accordance with the attached performance Work Statement dated 05 December 2016. Services include but are not limited to scheduled and unscheduled maintenance, incidental repairs, and operation activities necessary to keep the medical facilities in good working order as well as five emergency calls during non-regular duty hours per year. Maintenance includes regularly scheduled adjustments and inspections. Preventive Maintenance Tasks. All work shall be executed in a consistent manner by individuals who are qualified, careful and efficient in the trade and in strict accordance with prevailing industry standards and the attached Performance Work Statement. ITEM#: 0002 QUANTITY: 1 UNIT: Each Required Spare/Replacement Parts The government shall bear the cost of all materials, parts and supplies for all scheduled and unscheduled maintenance and repair actions. All purchased parts shall be reimbursed as allowable by the government. All repair and replacement parts shall be separately invoiced showing the building and work request number on the document and any applicable reasonable handling fee added. The handling fee will be based on the total of all materials, parts, and supplies purchased for a maintenance/repair action. The contractor shall get prior approval from the contracting officer representative (COR), if the total cost of the material, parts and supplies required to complete the unscheduled maintenance or repair action exceeds $250.00. Handling fee (for purchases up to 2,300.00 Euro): 20 % Any total purchase for a maintenance/repair action over 2,300.00 Euro will be handled by the government (Contracting Officer). All questions regarding this Sources Sought shall be submitted in writing via email. Verbal questions will NOT be accepted.
