- Description
- The United States Naval Research Laboratory intends to enter into a sole source agreement with Louisiana State University System LUMCON in Chauvin LA. to lease a vessel rated for oceanographic operations to conduct a 21-day cruise in the Gulf of Mexico. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, It has been determined that there is o nly one responsible source will satisfy agency requirements. A Justification for Other than Full and Open Competition (JOFOC) determination is included as an attachment with this posting. This purchase will be made in accordance with procedures in FAR Part 12.602 - Streamlined Evaluation of Offers. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Interested parties may identify their interests and capability to respond to this requirement within ten (10) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
