Description
SOW DD1423 DD254 This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Integrity Applications, Inc. (IAI) of Chantilly, VA to provide the services outlined in the attached SOW. IAI is the developer of specialized classified software programs that support several NRL data collection and processing programs. This software, developed to support a Navy Future Naval Capability (FNC) project, was developed to focus on maritime applications and supports several NRL R&D efforts. IAI, as the original developer, has unique and detailed knowledge of this software, significantly decreasing the costs associated with adapting and troubleshooting the software to support NRL R&D initiatives. Additionally, IAI has extensive experience working with sensitive sensor programs critical to on-going NRL R&D programs. The North American Industry Classification System Code (NAICS) for this requirement is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with the size standard of 1000 employees. The Product Service Code (FSC) is AJ25 - General Science/Technology: Mathematical/Computer Sciences (Operational Systems Development). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
