- All interested vendors on Solicitation W52P1J-16-R-0172 for Unified Capabilities Soft Client Subscription Services are hereby notified that two pre-award protests were received on the solicitation. The protests are being worked diligently by the Agency. Further, as the protests are not post-award protests, third parties are not allowed to intervene. Please continue to monitor FedBizOpps for further information related to this acquisition. This is a DRAFT Request for Proposal (DRFP). Is does NOT constitute a final Request for Proposal (RFP), or serve to bind the United States Government (USG) in any way. The USG is not using this document to negotiate or solicit offers and does not constitute a guarantee of a future RFP or requirement, approval for this acquisition is still in process. It should not be assumed that the information contained here-in will be representative of the final RFP. Offerors will not be reimbursed for costs associated with reviewing and preparing comments in response to the DRFP. Army Contracting Command - Rock Island (ACC-RI) is seeking industry comment and feedback on this DRFP's content prior to release of the Final RFP. In particular the USG is seeking industry comment and feedback on the Small Business Participation Evaluation Factor, which will be evaluated with other Best Value evaluation factors. In order for the USG to establish reasonable goal objectives in the final RFP, potential Offerors shall provide to the USG the types (ie: specific service, license, item, material) of subcontracting opportunities that could be accomplished by a Small Business within this requirement. Also provide a reasonable percentage that could be subcontracted to Small Business, SDB, WOSB, HUBZone, VOSB and SDVOSB using the total contract value as the baseline. If there are no (or limited) subcontracting opportunities briefly address the situation that would require something be done "in-house" or why it can only be obtained from a non-small business entity. The attached documents are solely for the purpose of seeking industry comment and feedback. It is preferred that only one set of questions be submitted by each Offeror instead of multiple sets of questions. Questions shall be submitted in the format stated in Section L.2.3. Any and all questions or comments pertaining to this DRFP shall be submitted in writing to the USG no later than 1:00PM Central Time on 16 August 2016.
