- MUHJ 09-4149 Maintain Runway 8 & 26 Clear Zone Drainage THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS SOURCES SOUGHT. The 633d Contracting Squadron, Langley AFB, Virginia is seeking the interest of potential and eligible contractors for a contract to maintain runway 08 and 26 clear zone drainage that will cover requirements on Langley AFB. This is a Sources Sought announcement; a market survey for written information only. This market survey is being conducted to identify potential sources interested in providing work which includes all materials, labor, tools, equipment, transportation, supervision, management necessary for the maintenance of runway 08 and 26 clear zone drainage project on Langley AFB, Virginia. The work for this requirement may include, but is not limited to: clear zone grading and drainage to eliminate all existing open ditches within the clear zones. Regrading the entire area to create definitive ridgelines directing surface runoff overland to a series of shallow earth swales with a minimum 1% slope. The swales will then direct the storm water into numerous new drainage inlet structures, to cut down on the overland travel distance and minimize the potential for standing water. The inlets will be connected to a new underground storm sewer-piping network, which will convey the storm water outside the boundaries of the Clear Zones to connect with downstream drainage facilities. All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations. The contractor shall sequence his work to ensure progress efficient for airfield operations. Wetlands and Environmental Restoration Program (ERP) landfill are impacted by this project. The Government will provide the wetland permit. The Contractor shall be responsible for paying the wetland mitigation fee. Potential offerors are encouraged to monitor the FedBizOpps and GSA website for program documents. The expected North American Industry Classification System (NAICS) code 237990 and size standard is $36.5M. The magnitude of this contract IAW FAR 36.204(g) will be between $5,000,000.00 and $10,000,000.00. Businesses responding to this Sources Sought notice must: •1. State whether they are a small or a large business based on the size standard; if applicable, identify subcontractors to be used and their anticipated responsibilities; •2. Indicate all of the following small business status categories that apply: Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), 8(a) firm, HUB Zone firm, Service-Disabled Veteran-Owned Small Business (SDVOSB), economically disadvantaged women-owned small business (EDWOSB); •3. Provide experience in the form of an outline of previous projects for specific relevant work completed or currently being performed of equivalent magnitude including contract numbers and description of work. •4. Potential offerors should limit their responses to five (5) pages (single-spaced, 12 pt font). All information included in offeror responses should be specific to this Sources Sought synopsis. Responses to this Sources Sought announcement are due not later than (NLT) 2:00pm EST, 15 February 2017. Late responses will not be accepted.
