- THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. USACE NAU intends to award a modification to an indefinite delivery indefinite quantity "D" type architect-engineer (A-E) general services contract for the U.S. Africa Command (AFRICOM) area of responsibility. The Government intends to direct prime contractors to continue providing multi-disciplined A-E services in the AFRICOM area of responsibility for an additional six (6) months, starting 7 February 2017. The proposal to direct prime contractors to continue providing A-E services is based on the fact that no other A-E firms are currently contracted to provide multi-disciplined A-E services throughout the AFRICOM area of responsibility. USACE NAU is in the process of synopsizing, soliciting, and awarding the next general A-E services indefinite delivery contract for the AFRICOM area of responsibility, which is expected to be awarded in Summer 2017. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This request for information is not a request for proposals or quotations and a solicitation will not be issued for this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition of this action will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
