Description
This is a sources sought notice only and it is not a solicitation notice. Please DO NOT provide a quote at this time. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 721110. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted to GSA s ebuy. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The VA Nebraska-Western Iowa Healthcare System located in Omaha and Grand Island, NE is seeking a qualified contractor to provide lodging services for eligible veterans and beneficiaries who may have to travel long distances for evaluation the day before or the day after treatment. Eligibility for lodging services will be determined by the VA. See attached Statement of Work (SOW) for complete requirements. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK Lodging Services VA Nebraska-Western Iowa Health Care System GENERAL INFORMATION The Department of Veterans Affairs (VA) Nebraska-Western Iowa Health Care System (NWIHCS) has a requirement for lodging services for eligible veterans and beneficiaries in need of treatment at NWIHCS. The lodging services will accommodate veterans and beneficiaries who may have to travel long distances for evaluation the day before or the day after treatment. Eligibility for lodging services will be determined by VA. The VA anticipates awarding one indefinite delivery, indefinite quantity (IDIQ) contract from this solicitation. LOCATIONS The contracted services will provide lodging services for two VA facilities. VA Nebraska-Western Iowa Health Care System 4101 Woolworth Avenue Omaha, Nebraska 68105 Grand Island Community Based Outpatient Clinic (CBOC) 2201 North Broadwell Avenue Grand Island, Nebraska 68803 The contracted facilities must be within a ten-mile radius of each VA facility. To accomplish this, there must be at least two contracted hotel/motel facilities. PERIOD OF PERFORMANCE Base Year: 3/1/2017 2/28/2018 Option Year I: 3/1/2018 2/28/2019 Option Year II: 3/1/2019 2/29/2020 Option Year III: 3/1/2020 2/28/2021 Option Year IV: 3/1/2021 2/28/2022 ESTIMATED QUANTITIES VA Nebraska-Western Iowa Health Care System Omaha VA anticipates requiring approximately five to ten rooms each day. Base Year: approximately 2,000 rooms Option Year I: approximately 2,200 rooms Option Year II: approximately 2,400 rooms Option Year III: approximately 2,600 rooms Option Year IV: approximately 2,800 rooms VA Nebraska-Western Iowa Health Care System Grand Island CBOC VA anticipates requiring approximately two to four rooms each day. Base Year: approximately 600 rooms Option Year I: approximately 600 rooms Option Year II: approximately 600 rooms Option Year III: approximately 600 rooms Option Year IV: approximately 600 rooms ROOM REQUIREMENTS Daily room rates, as priced in the price/cost schedule, shall include all applicable taxes, fees, and any other no-charge services offered to guests of the contracted facility. Room rates offered shall be single occupancy, and shall provide a minimum of two double beds. Family members of the VA patient, or one non-family caregiver, shall be allowed to stay in the same room with the veteran at the single occupancy rate. Any additional occupants are the responsibility of the veteran, and shall not lodge at VA s expense. The fully furnished hotel/motel rooms shall include contractor-provided utilities and other specified services. The contractor shall supply all utilities including heat, air conditioning, electricity, water and sewer, local telephone service (no deposit required), and basic television cable service. The hotel/motel rooms shall comply with all city, county, and state building codes and ordinances applicable to the ownership and operation of the building in which the rooms are located. Rooms shall comply with the applicable National Fire Protection Association (NFPA) 101 and Americans with Disabilities Act (ADA) guidelines. Each room shall be on the ground floor or be ADA compliant elevator-serviced and be wheelchair accessible. Access to rooms shall be from interior hallways that are accessed directly from the front desk/elevator lobby area. There shall be no physical barriers. Rooms shall be smoke-free rooms unless otherwise requested by the veteran. Contractor personnel shall not smoke in the rooms at any time whether or not VA referred occupants are present. MEALS The contracted facility shall provide a free continental breakfast daily for VA referred occupants. TRANSPORTATION The contractor shall provide transportation for veterans and beneficiaries to and from the VA Nebraska-Western Iowa Health Care System in Omaha, and to and from its affiliates. The affiliate locations include but are not limited to University of Nebraska Medical Center and Creighton University Medical Center. The contractor shall provide transportation for veterans and beneficiaries to and from the VA Nebraska-Western Iowa Health Care System Grand Island CBOC and, and to and from its affiliates. The affiliate locations include but are not limited to St. Francis Hospital and Cancer Treatment Center. The contractor shall provide on-call transportation for the VA referred occupants from the hotel/motel to the VA NWIHCS and its affiliates, and from the VA NWIHCS and its affiliates to the hotel/motel. The contractor shall provide the on-call transportation service from 6:00 AM CST to 11:00 PM CST seven days per week to include all federal holidays. The contractor shall respond within thirty minutes after being contacted by either the VA referred occupant or VA official to provide the described on-call transportation service. Federal Holidays. Ten holidays observed by the Federal Government are listed below, plus any other day specifically declared by the President of the United States. New Year's Day (January 1) Birthday of Martin Luther King, Jr. (Third Monday in January) Washington's Birthday (Third Monday in February) Memorial Day (Last Monday in May) Independence Day (July 4) Labor Day (First Monday in September) Columbus Day (Second Monday in October) Veterans Day (November 11) Thanksgiving Day (Fourth Thursday in November) Christmas Day (December 25) ROOM RESERVATIONS Omaha does not call in advance sends patient w/ voucher only. Services shall be provided by the contractor every day of the week, Sunday through Saturday. The contractor shall use its existing check-in and check-out times. Veterans arriving after 9:00 PM CST will be required to call in advance to keep their room reservation. The contractor need not hold a room reservation beyond 10:00 PM CST and VA shall not pay for an un-used room reservation. VA will inform the contractor of each individual's name and the expected arrival time at the contractor's motel/hotel. If the contracted facility is not able to provide a room or does not have vacancy, they shall provide arrangement for comparable accommodations within a ten-mile radius of the VA Nebraska-Western Iowa Health Care System Omaha, or VA Nebraska-Western Iowa Health Care System Grand Island CBOC. The comparable facility shall bill the contractor who shall in turn bill the VA for the contracted price. AUTHORIZED PERSONNEL TO MAKE RESERVATIONS The authorized personnel of the NWIHCS who can make reservations are the Travel Clerks at Grand Island (308-382-3660 x 9-2153), Lincoln (402-389-3802 x 9-7815), Omaha (402-995-4458), and the Administrative Officer of the Day (AOD) in Omaha (402-995-3250). All authorizations for reservations will be given by personnel listed above. The authorized dates and length of stay will be documented on the hotel voucher (Omaha only does this) issued by the authorized personnel and presented to the contractor by the VA referred occupant. In the event that a VA referred occupant refuses to leave the room, the contractor shall immediately notify the authorized personnel. Grand Island calls and makes the reservation no voucher. In the event that a VA referred occupant checks out of the hotel/motel without prior notice from the VA, the contractor shall immediately notify authorized personnel at the VA. PATIENT EMERGENCIES In the event a VA referred occupant is in an emergency situation of any kind, the contractor shall contact the 911 emergency medical services to respond to the emergency. The contractor shall immediately notify the VA of the situation. ROOM MAINTENANCE Daily room maintenance shall comply with all Federal, state and local laws, executive orders, rules, and regulations applicable to performance under this contract. Housekeeping services shall be made available on a daily basis to include clean linen changes, bed making, clean towels, vacuuming, dusting, trash removal, general room cleaning, bathroom cleaning, and other services as needed or requested by the occupant. GENERAL BUILDING REQUIREMENTS AND SPECIFICATIONS Heating and Cooling Requirements Each room shall have permanently installed, functioning cooling and heating system with thermostatic control. The heating system is required to maintain a temperature of 80 degrees Fahrenheit (F). The air conditioning system is required to maintain a temperature of 65 degrees F. All cooling and heating devices and appliances, including but not limited to furnaces, fireplaces, electrical baseboard heaters, and water heaters, shall be in good and safe working order and shall meet all installation and safety codes. The contractor shall maintain all appliances and utility systems. This shall include the cleaning or replacement of air filters for both the heating system (providing the heating system is a forced hot air heating system) and for the cooling system. Electrical and Lighting Requirement Every room shall be provided with not less than two electrical receptacle outlets and electric light fixtures. Every toilet room, bathroom, laundry room, furnace room, public hallway, porch, and flight of stairs shall contain at least one supplied electric light fixture. All electrical equipment, wiring, and appliances shall be in good and safe working order and shall meet all installation and safety codes. Sanitation Requirements All plumbing fixtures shall be trapped, vented, and connected to an approved sanitary sewer. All sanitary facilities, fixtures, equipment, structures, and premises shall be in safe and sanitary condition, in good working order, and meet all installation and safety codes. Telephone and Internet Service Requirements The contractor shall provide local area, touch tone, and telephone service for each room. The telephone service shall be capable of long distance telephone service when long distance calls are placed using a telephone calling card or other telephone charge method. Long distance phone charges shall be the responsibility of the occupant. Collection of such fees shall be the responsibility of the contractor. There shall be a minimum of one telephone in each room. Free wireless internet services shall be provided by the contractor for the occupant s use. Interior Space Requirements Ceilings shall be at least eight feet and no more than eleven feet clear from floor to the lowest obstruction. Each room shall have acoustical treatment with a flame spread of five or less and smoke development rating of fifty or less (ASTME 84). Floor load shall be a minimum live load capacity of sixty pounds per square foot. Storage areas shall have a minimum live load capacity of one hundred fifty pounds per square foot. The floor shall be covered with a vinyl type floor covering or carpeting (vinyl asbestos floor tile shall not be used for new installations). Fire Safety Buildings in which space is offered shall be evaluated in accordance with latest editions of the National Fire Codes and Uniform Building Code. Equipment, services, and utilities furnished and activities of other occupants shall be free of safety, health, and fire hazards. When hazards are detected, the contractor shall promptly correct hazards. Maintenance of contractor-owned fire extinguishers shall be provided by the contractor in accordance with NFPA Standard No. 101. As required by code, smoke detectors and alarms shall be installed in each room, office, storage area, hallways, and other common areas. Asbestos - No asbestos containing fireproofing or insulation on building structures, acoustical treatment, molded or wet-applied ceiling or wall finishes/decorations, will be permitted. Wheelchair Accessibility All areas and furnishings must comply with Uniform Federal Accessibility Standards (UFAS). The contracted hotel/motel must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12101 et. seq.). The contracted hotel/motel must be compliant with the requirements of the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C. 2201 et. seq.) and is listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.fema.gov/hotel/search.cfm. Elevators Elevators shall conform to the latest requirements of the American National Standard A171 and A171a Safety Code for Elevators, except for elevator emergency recall and shall be inspected and maintained in accordance with American National Standard A17.1, Inspector s Manual for Elevators or equivalent local code. The elevators shall also comply with local codes and ordinances. Miscellaneous No activity to the building and/or grounds that would cause an increase in dust, dirt, or spores to be airborne (i.e., renovation to the building, movement of earth on the grounds) shall take place without the contractor s written notification to the VA at least seven calendar days in advance of the event.
