- Lightweight Laser Designator Rangefinder (LLDR) 3: Program Update This announcement is not a request for proposals. Contractors shall not submit proposals in response. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is issuing this notice in order to provide industry updated information regarding the system parameters originally published in the Lightweight Laser Designator Rangefinder (LLDR) competitive Request for Information (RFI) notice posted on 19 October 2016. As the LLDR team continues its analysis of industry's white papers and refines the acquisition approach, PdM SPTD has decided that keeping our potential industry partners informed is critical to the success of the LLDR 3 program. As presented at the November 2016 Industry Day, PdM SPTD intended to release a draft Request for Proposal (RFP) by the end of January 2017; however, this documentation is not currently ready for dissemination. In the interim, our office believes that the information provided by this notice will help inform future respondents to the LLDR 3 RFP of our refined requirements. The Government intends to publish a draft RFP followed by a virtual industry day to communicate with interested industry partners. Dates for these events as well as the final LLDR 3 RFP release are still being finalized and will be communicated with industry as soon as they are available. Updated areas: 1.) target identification range for day and thermal; the refined threshold for LLDR 3 is 4.6 km (day) and 3.5 km (thermal) under the conditions stated in the original RFI, 2.) system weight threshold is 35 lbs., with no single Soldier load greater than 17 lbs., and 3.) system configuration consists of a target location module (TLM), an external laser designator, and an external long-range thermal imaging module. The TLM should consist of a color day imager, a wide field of view thermal imager, a laser rangefinder, laser see-spot capability, an internal precision azimuth vertical angle module (PAVAM), GPS, celestial navigation, and the electronics necessary to run the device. The Government is considering writing specifications to restrict the volume of each module in addition to the module weight restriction. Special consideration of volume should be contemplated during design to support man portability and the need to distribute the soldier load. Further, minimization of external cables is desired and inclusion of a BA-5390/5590 type battery within the TLM is preferred. The LLDR 3 variant should also interface with the system's current tripod assembly, or better. No information from industry is being requested at this time. However, open communications between interested prime contractors and the Government is recommended, and the Government team may host additional face-to-face discussions.
