Description
The Federal Bureau of Prisons (Bureau) has requirement for: • the development and publication of treatment journals/workbooks and facilitator guides for substance abuse, sex offender, and trauma treatment for incarcerated adults; • the development and production of 2 videos: one corresponding with the drug treatment journal and the other focusing on motivation. The journals must be written between a 6th and 8th grade reading level. Substance abuse treatment material shall cover psycho-education, therapeutic community, cognitive skills, behavior change, criminal lifestyles, recovery maintenance, pro-social relationships and other related topics. This substance abuse material shall be provided in English and Spanish. Sex offender materials shall cover attitudes, distorted thinking, victim impact, pro-social living, and self-regulation. Trauma treatments materials shall cover the identification and the impact of trauma and how to develop safe strategies to mitigate its effect. All treatment materials shall follow accepted evidenced based practices. An offeror awarded a contract must be able to provide journals and videos in its entirety throughout 2017 and 2018. A detailed timeline will be provided in the RFP. The Bureau intends to award a requirements contract. The contract award will have a potential term of 5 years, consisting of a one year base period and 4 option year periods. Contract performance will be monitored throughout the duration and reported in the Contractor Performance Assessment Reports System. Award selection shall be made utilizing a trade-off method that represents the best value for the Government. This requirement will be solicited on an unrestricted basis, open to both large and small businesses. Faith-based and Community Organizations can submit offers equally with other organizations for contracts for which they are eligible. All responsible sources may submit a proposal which shall be considered by the Bureau. The Government invites all potential offerors to submit a statement of qualifications to k1cannon@bop.gov for an initial evaluation no later than December 18, 2016. Statement of qualifications will be evaluated on: development and publication experience producing treatment journals/workbooks and facilitator guides and video production, edits, and distribution. The solicitation is anticipated to be available on or around February 10, 2017, with a closing date for receipt of proposals on March 10, 2017. The solicitation will be distributed solely through the Federal Business Opportunity website (http://www.fedbizopps.gov). The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.
