Description
SOLICITATION NOTICE The solicitation and all documents have been posted. This requuirement is for an IDIQ Reforestation contract of which a Task Order Request exists for the Little Deer Planting along with other areas. Please see individual Task Order Requests for additional information. Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 115310. The related small business size standard is $19.0M. Solicitation Info: Solicitation is being conducted under FAR Part 12. All responsible sources may submit a quote, which shall be considered. Inquiries: All contractual and technical questions must be submitted in writing via email to tmarino@fs.fed.us or fax to 530-226-2474. No telephone questions will be accepted. It is recommended that they be submitted no later than 3 calendar days prior to the closing date of the solicitation. Questions received after that time may not receive a response. Notifications: In accordance with FAR 5.102(d), the government is limiting the availability of the solicitation to electronic medium through this posting to FBO.gov. Notification of any postponements and any amendments to this solicitation will be posted on this website. It is the sole responsibility of the quoter to continually view this website for any amendments made to this solicitation. Award notifications will be made to this notice. Early notification will not be made to any quoter except Awarded Contractor. PRESOLICITATION NOTICE AND SAVE-THE-DATE (SITE VISIT)------------------------- Little Deer Planting Project (FY 2017) AG-9AC7-S-17-0001 A full solicitation is anticipated closer to the project start date. The purpose of this early pre-solicitation is to alert interested parties to a ***SITE VISIT*** occurring in OCTOBER 2016. The solicitation will be set aside at least to small business, and may be further set aside to a specific type of small business concern. Project Description: This project will reforest units within the Little Deer wildfire area (1,730 acres) and fill in plant the First Creek Timber Sale (254 acres) which is in the immediate vicinity for a total of 1,984 acres of planting. This project can be accessed from the Goosenest Ranger District Office by traveling approximately 10 miles toward Yreka on highway 97. Access: Most units can be accessed by Forest Service roads. Some units require a short walk-in of less than ¼ of a mile. Tree spacing: 12 x 12 feet, estimated plantability due to rock and existing crop trees is 60% for the Little Deer units (1,730 acres) and 40% for the 1st Creek units (254 acres). Species mix: Little Deer units will be planted with 90% Ponderosa Pine and 10% Mountain Mahogany and Bitterbrush where they were dominant before the fire. First Creek will be planted with 100% Ponderosa Pine. Scalp size: 12" Planting Method: Hoedad, shovel or auger Trees to be planted: 90% Ponderosa Pine 1.5 quart plugs; 10% 1.0 bare root Mountain Mahogany and Bitterbrush Soil Conditions: Rocky with sandy loam substrate Existing vegetation: Varying degrees of re-establishing grasses, shrubs and forbs Slope: 0-30% Contract time: 20 days Estimated start date: April 1, 2017 ***Scheduled Site Visit: A site visit is scheduled for October 13, 2016 at 9:00 AM starting at the Goosenest Ranger District Office at 37805 Macdoel, CA 96058. The Site Visit Point of Contact is Robert "Mike" Reed. Contact Mr. Reed at rmreed@fs.fed.us or 530-398-5795 to confirm attendance at the scheduled site visit or to schedule an alternative site visit.*** The purpose of a site visit in October 2016 is to allow site visitation in advance of winter weather. Exact contract start date is dependent upon site conditions and award may be made in advance of spring thaw. Thus, interested parties are strongly encouraged to attend the scheduled visit or otherwise visit the site in advance of winter weather.
