- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD 21005 intends to award an 8-month Cost-Plus Fixed Fee (CPFF) term, level-of-effort (LOE) extension to Contract W91CRB-16-C-0022 for Environmental and Component Test Support (ECTS) Services in support of the U.S. Army Redstone Test Center (RTC), Environmental and Component Test Directorate to AI Signal Research, Inc., 2001 Nichols Drive, STE 300, Huntsville, AL 35802-4717, CAGE Code: 004R1, (256) 551-0008. This extension will provide for continuity of services under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Sole Source extension will extend services from 5 April 2017 thru 31 August 2017, with the option to extend thru 30 November 2017, in 1-month increments, if necessary, while a consolidation effort is being evaluated and prepared for award. The extension is necessary to avoid delays in fulfilling the agency's mission-critical requirements for continuous support of ongoing test activities. This Notice of Intent is not a request for proposals or quotations. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether the procurement method is in the best interest of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 5:00 pm EST, 14 February 2017. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
