- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Sensors Inc. of Saline, Michigan to increase preventive and remedial maintenance support under, “Portable Emission Measurement Systems (PEMS) Maintenance Contract”, contract no. EP-C-13-037, applicable to Option Period 3 and Option Period 4, for instrumentation owned by EPA, under the authority of FAR Part 6.302-1. Starting in the Spring 2016, EPA expanded utilization of PEMS under “real-world” driving conditions. Due to the increase in utilization of the PEMS equipment, there has been an increased need for maintenance, both preventive and remedial, of the Sensors, Inc. equipment than originally anticipated by EPA. An increase in preventive and remedial maintenance support under this contract is estimated at $690,000 total for both option periods. Under the existing contract, Preventive Maintenance is defined as periodic maintenance designed to keep the systems in operating condition. Preventive Maintenance is performed once per period on dates determined by the Project Officer. Preventive Maintenance includes inspection and testing of the equipment. The Contractor cleans, adjusts and lubricates the equipment according to the manufacturer's (Sensors, Inc.) recommendations and guidelines. The Preventive Maintenance is provided for all Sensor SEMTECH-G, SEMTECH-D, SEMTECH-DS, SEMTECH-PPMD, SEMTECH-PM Filters, SEMTECH-PM-CQCM, SEMTECH-EFM (All versions), ECOSTAR PDM, ECOSTAR-EFM, ECOSTAR CPM, ECOSTAR NOX, ECOSTAR FEM, ECOSTAR FID, ECOSTAR MPS, and ECOSTAR PFM. Also included are flowmeters, GPS, weather probes, wiring harnesses, heated sampling lines, environmental enclosures boxes and external power supplies. All calibrations as specified with the Code of Federal Register (CFR) part 86, 89, 92, 1065 and future 1066 regulations for calibrations shall be followed. Under the existing contract, Remedial Maintenance is performed after a service call is placed indicating that a system is inoperative or operating with diminished capability. The contractor provides a technician on the job within two business days of being notified by the Project Officer or when the instrumentation arrives at Contractor's specified repair facility. Work conducted at EPA is performed during normal working hours. Under the existing contract, replacement parts and equipment is provided by the contractor. The contractor shall provide a replacement parts list, including those parts that have limited warranties (e.g., GPS, weather probes, external wiring harnesses, external power supplies, etc.). EPA will subsequently decide whether the parts should be refurbished. Parts that are replaced or refurbished by the contractor shall be made available for review to the Project Officer. Sensors Inc. is the only known source able to satisfy the preventive and remedial maintenance requirements for the Sensors Inc. equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing the required preventive and remedial maintenance services of Sensors Inc. instruments may submit technical documentation to establish their capability. Such documentation must be submitted within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
