This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-93 and DFARs Change Notice DPN-20161104 AFFARS Parts AFAC-2016-0603 (effective 03 June 2016). Federal Supply Class/Service (FSC) code is U009. The NAICS code for this acquisition is 611512 and the size standard is $27,500,000.00employees. This acquisition is a 100% Small Business set-aside. Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to procure the following services: The United States Air Force (USAF) Test Pilot School (TPS) is a school of applied engineering, at which students learn to apply a multitude of engineering concepts throughout all aspects of flight test. As part of the curriculum TPS students are taught how to conduct Qualitative Evaluations (QE) of given aircraft in the context of a specific mission. A QE is a flight, or ground, test that allows flight testers to make recommendations for an aircraft based on a limited test scope. This test may consist of a single mission primarily focused on qualitative (vs. quantitative) data of the aircraft's performance, flying qualities, and integrated systems. Aircraft being evaluated in this manner by TPS students will often be significantly different from any they have flown previously. To properly instruct students how to accomplish this task safely and effectively, the USAF must expose students during their time at TPS to a selection of aircraft with diverse characteristics, capabilities, and missions. Modern military aircraft have excellent flying qualities and robust systems with few significant discrepancies; therefore, they do not provide the full scope of exposure to broaden the students' experience base. To provide this exposure, the USAF TPS QE program obtains a variety of contract civilian aircraft along with properly qualified instructor pilots and maintainers. Historically at USAF TPS, this has been done through several contracts with individual aircraft providers. The purpose of this new contract is to establish a single contract under which one management service (hereafter referred to as contractor or "KTR") is responsible for delivering multiple desired aircraft, personnel, and paperwork necessary to meet program requirements. The new management service construct is intended to allow much greater flexibility for TPS and significantly reduced administrative workload for the government.
