- PRE-SOLICITATION NOTICE The Mission and Installation Contracting Command (MICC) Fort Bragg has a requirement for the Wounded Warrior Transition Battalion to receive expanded basic cable TV. The service will provide cable to 261 outlets in the battalion barracks. Fort Bragg has an existing cable television franchise agreement with Time Warner Entertainment-Advance/Newhouse Partnership. The franchise authority grants to the company under the Cable Act a nonexclusive franchise, which authorized the company to contract and operate a Cable Television System in, along, among, upon, across, above, over, under, or in any manner connected with Public Ways within the franchise area, and for that purpose to erect, install, construct repair, replace, reconstruct, maintain, or retain in, on, over under, upon, across, or along any Public Way and all extensions thereof and additions thereto, such poles, wires, cables, conductors, ducts, conduits, vaults, manholes, pedestals, amplifiers, appliances, attachments, and other related property or equipment as may be necessary or appurtenant to the Cable System.. The Government currently intends to award a contract for cable services. The proposed sole source will be awarded as a Firm-Fixed-Price contract to Time Warner Cable Enterprises LLC for cable services. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited quotes or proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The NAICS code for this requirement is: 517110, "Wired Telecommunications Carriers." Size Standard - 1,500 Employees. Per FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization).
