- The Naval Air Warfare Center - Weapons Division (NAWCWD) AV-8B Joint Systems Support Activity (JSSA) has a requirement to integrate Link 16 data exchange network capabilities into the Night Attack and TAV-8B versions of the AV-8B aircraft. *PROCUREMENT TYPE The Naval Air Systems Command, Naval Warfare Center Weapons Division, China Lake, CA intends to award a contract modification for this requirement on an other than full and open competition basis, under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency need. Specifically, this modification will include additional hardware/software integration efforts, associated with developmental efforts under N68936-16-C-0001, to include Link 16 data exchange network capabilities on the Night Attack and TAV-8B variants of the aircraft. The Navy intends to enter into negotiations with the Boeing Company for a Cost Plus Fixed Fee (CPFF) contract modification. This modification will extend the period of performance for the new CLINs under this contract by one and a half (1.5) years. The Government possesses only limited rights to the data necessary to integrate Link 16 data exchange network capabilities into the aircraft and only Boeing has the essential system integration expertise and aircraft performance knowledge necessary for maintaining, upgrading, or adding new capabilities. As the sole developer and manufacturer, Boeing is the only contractor to possess the requisite knowledge of the AV-8B's engineering design, software development for the tactical software, integration of function improvements, and new weapons upgrades. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-16-C-0001 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule.
