THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL & MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers, Baltimore District requests capability statements from qualified Small Business (SB) firms, Small Disadvantaged Business (SDB) firms, Service Disabled Veteran-Owned SB (SDVOSB) firms, Veteran-Owned Small Business (VOSB) firms, Historically or Underutilized Business Zones (HUBZones) firms and Women-Owned Small business firms (WOSB). The U.S. Army Corps of Engineers, Baltimore District has been tasked to solicit and award a firm-fixed-price construction contract for the construction of additions to the existing Public Safety Facility, Building 911, Police Department and Fire Department located in the Defense Logistics Agency Distribution Susquehanna, Pennsylvania. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 236220 - Commercial and Institutional Building Construction with a size standard of $36,500,000.00. The magnitude of construction is between $5,000,000.00 and $10,000,000.00. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to robert.n.jackson@usace.army.mil and gary.faykes@usace.army.mil no later than 11:00 a.m. Eastern Standard time 15 February 2017. Project Description: Upgrade Public Safety Facility Bldg. 911, Defense Logistics Agency Distribution (DLA) Susquehanna, Pennsylvania. The Public Safety Facility houses the police and fire departments for the installation. The construction project includes 5,500 SF addition to the fire department portion of the facility, and a 3,000 SF addition to the police department with an approximate 3,700 SF of existing space renovation. Both additions will be steel-framed structures, cavity wall construction at the exterior with a masonry veneer to match the existing building, aluminum insulated windows, and either an asphalt shingle roof or membrane roofing system to match the existing roof. New electrical, plumbing, fire protection, security, and communications systems will be expanded. A new HVAC system will be provided for the fire department addition and the existing HVAC system will be expanded for the police addition. Both addition are designed to meet current UFC ATFP requirements regarding wall, window, door and roof construction. The fire department addition will expand the current dining area and house dormitories, offices, a training room, a conference room, open office area with workstations, a laundry room, and a restroom. Internal renovations to the fire department provided an expanded day room, storage rooms, and office space. The police department addition will expand the current open office area and house offices, a training area, fitness room, break room, situation/conference room and provide an exterior canopy to cover emergency vehicles. The renovations include the creation of an evidence room, a communications room, office space, and the conversion of a training room into an emergency operations center. Bldg. 911's operations are mission essential and must be maintained 24/7 during the construction contract period of performance. All contractor and subcontractor personnel must be cognizant of this fact. The construction contract activities must be scheduled as to not interfere with the operations at Building 911 defined as "joint occupancy". The work site is in a secure installation. Contractor and subcontractor personnel are required to pass background checks to gain access, be self-escorting and meet Industrial Clearance (DD Form 254) requirements. Offeror's response to this notice shall be limited to 10 pages and shall include the following information: 1. Company name, address, phone number and point-of-contact. 2. Company's System for Award Management (SAM) cage code and DUNS number to verify your business status as a qualified Small Business (SB) firms, Small Disadvantaged Business (SDB) firms, Service Disabled Veteran-Owned SB (SDVOSB) firms, Veteran-Owned Small Business (VOSB) firms, Historically or Underutilized Business Zones (HUBZones) firms and Women-Owned Small business firms (WOSB). 3. Indicate the primary nature of your business. 4. Provide three (3) examples of projects similar to requirements described in the project description above within the past six (6) years. Please demonstrate experience in the type of work at the similar contract value, in a similar type of location. Include point of contact information for examples provided as past performance on indicated projects so that it may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. 5. Contractors must provide experience in phasing and scheduling of construction activities while maintaining 100% operations. 6. Contractors must provide demonstrated experience and references for coordination of construction activities with multiple federal, state, and non-governmental agencies. 7. Contractors shall provide a letter from their surety stating their single project and aggregate bonding capabilities. Responses will be shared with the Government's Project Delivery Team but otherwise will be held in strict confidence.
