Description
Region 10 Acquisition Management office located at 161 E First Avenue, Door 8, Anchorage Alaska, 99501 is posting this pre-solicitation notice for the US Forest Service Sunnahae Trail Reconstruction Project on the Tongass National Forest, Craig Ranger District. The proposed solicitation number for this requirement is AG-0120-S-17-0006. The project consists of base items with three (3) option items. The period of performance, for the base and all options, is 180 days after issuance of notice to proceed. Work is anticipated to start in spring/summer 2017. The Forest Service anticipates the following requirements for the Sunnahae Trail Reconstruction project: The work is the reconstruction of a portion of the Sunnahae Trail. Major work items include trail pioneering and clearing, drainage improvements, staircases installation, aggregate surfacing, and boardwalk. The project is located on Prince of Wales Island, AK at 55.477617 degrees, -133.116302 degrees, about 1.5 miles NE of downtown Craig, Alaska. There are no utilities at the project site. Craig, AK is accessible by scheduled small plane service, ferry to Hollis, boat, and barge. Cell phone service is typically available on the project site. Access to the construction area is by foot via the existing Sunnahae Trail, by helicopter, or via an old logging road with permission of the landowner. The successful contractor will be responsible for determining the condition and suitability of the road and obtaining permission from the landowner for its use or any activity outside the Easement. This requirement will be set aside 100% for small business. The solicitation and resulting contract will include the clause 52.219-14 Limitations on Subcontracting. This clause requires (in part) that "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees."This means that the Prime Contractor must be able to perform at least 15 percent of the cost of contract performance incurred for personnel with their own employees. The NAICS code for this requirement is 237990-Other Heavy and Civil Engineering Construction. The size standard to be considered a small business is $36.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. The Forest Service anticipates release of DRAFT requirements documents within 10 days of posting of this pre-solicitation notice with the anticipated release of the final solicitation mid-February. Proposals will be due within 30 days of release of the final solicitation.
