Description
This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District funds various fish hatcheries to aid in the mitigation obligations for Portland District Dams. The Government has a need for fish health services at hatcheries within the Portland District. The Contractor will provide fish health services for various species that are released into the Columbia, Willamette, and Rogue River Basins. Specific hatcheries for which services are needed are: Bonneville Hatchery, Marion Forks Hatchery, South Santiam Hatchery, McKenzie Hatchery, Willamette Hatchery, and Cole M. Rivers Hatchery. The Contractor shall provide all personnel, tools, materials, vehicles, supervision, and other items and services necessary provide fish health services according to the performance work statement. For each hatchery, the Contractor will perform the following services only for federally-funded U.S. Army Corps of Engineers mitigation production. - The Contractor will examine all species and broodyears reared at each hatchery at least once per month to monitor health status. If unexpected losses occur in any stocks, the Contractor will perform additional examinations. During each monthly visit, the Contractor will collect a small but representative sample of fish held at the facility, then euthanize and examine for parasites and obvious health problems. The Contractor will also examine dead or dying fish. Fish should be visually examined for the presence of disease or pathogen signs. Gill snips, skin scrapings, and other tissues from examined fish will be microscopically studied by the Contractor. If appropriate, tissue samples will be cultured in bacteriological media to detect bacterial pathogens; prepared for suitable staining procedures to identify pathogens; collected for viral assays; or, preserved for histological examination. - The Contractor will examine fish destined for transfer or liberation no greater than six weeks prior to movement. These examinations will occur as described above. Additionally, for salmon species, 60 juvenile fish from each release group will be euthanized and examined for the presence of Bacterial Kidney Disease (BKD) using the Enzyme Linked Immonosorbent Assay (ELISA) test. - When adult fish are spawned at the hatcheries mentioned above, the Contractor will examine a minimum of 60 fish for the presence of culturable viruses by collecting tissues and sex fluid. Virus samples from dead or dying adult fish will be collected as indicated by disease signs. At Willamette River Hatcheries, 100% of the adult female fish will examined for the presence of BKD using the ELISA test. - Each year, the Contractor will examine at least 60 juvenile fish from each hatchery for Whirling Disease. Both rainbow trout and spring Chinook will be tested. - The Contractor will prepare quarterly fish health reports. Additionally, the Contractor will attend scheduled meetings as appropriate. USACE, Portland District is seeking sources for fish health services at Portland District hatcheries under NAICS Code 541940, Laboratory testing services, veterinary. The small business size standard for this NAICS is $7.5 Million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be 15 April 2017 through 14 April 2018 and four (4) consecutive option years. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC) - Send a statement demonstrating a. Skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. b. Recent and relevant experience in aquaculture veterinary medicine and salmonid fish health science within the last five (5) years similar in scope and size to the attached draft PWS. c. Recent and relevant experience within the last five (5) years coordinating with other agencies in hatchery operations, specifically actions to correct disease outbreaks. Highlight any experience working with the Oregon Department of Fish and Wildlife and National Marine Fisheries Service. d. Relevant experience complying with Biological Opinions and Hatchery Genetic Management Plans. The Government intends to advertise a solicitation for this project on or around 28 February 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
