Description
Capabilities Questionnaire Sources Sought: High Performance Computing Integration Technical Services - Restricted This is a SOURCES SOUGHT notice. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under North American Industry Classification System (NAICS) 541513, Computer Facilities Management. The small business size standard is $27.5M. This notice is open for responses from both small and large businesses and responses will be utilized to determine if this requirement, or a portion of this requirement, can be set-aside for small business in accordance Federal Acquisition Regulation (FAR) Subpart 19.5. This notice is for market research purposes only and will not restrict the Government to an ultimate acquisition approach. This IS NOT A REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP) and the Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. 1. Contract Information: The U.S. Army Engineering and Support Center in Huntsville (CEHNC), Alabama intends to solicit and award a contract to provide internal and external support to the Department of Defense (DoD) High Performance Computing Program (HPCMP) to achieve mission objectives. The type of contract and the ultimate acquisition strategy has not been finalized. This work will occur at multiple locations within the Continental United States and Hawaii and Alaska. The contract is anticipated to be awarded in 2018 with a twelve (12) month base performance period and four, twelve (12) month optional performance periods, for a total performance period of at least five years. The total value of this acquisition is approximately $250,000,000.00. Interested sources should respond to the questions presented within this announcement in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine the small business strategy for this acquisition. If the determination is made that there are not enough qualified and/or interested small business firms to perform this requirement, the Government may solicit the acquisition as an unrestricted full and open competitive basis. The Government does not intend to rank submittals or provide any reply to interested firms. 2. Project Information: The contractor / subcontractor(s) shall not use proprietary information, designs, or software etc. for this contract which is not available on the open market. All information, designs, software, software applications etc. developed as a result of this contract become the property of the Government. The contractor shall provide project and business management and analysis support in operational and oversight utilizing Project Management Professional (PMP) and Information Technology Information Library (ITIL) standards and practices. Specific areas of coverage include Program Management, HPC Centers Support, Security Research and Development and Infrastructure Engineering Support, Network Engineering Support, Network Operations Support, HPCMP CREATE Software Development Support, and Government Furnished Equipment Logistics, Distribution and Inventory support. The Contractor shall possess one or more of the following credentials: ISO 9001:2000; ISO 9001:2008; CMMI Level II (or higher) - DEV or CMMI Level II (or higher) - SVC. Program and Project Management Support: The contractor shall perform a variety of support duties to support program management activities across the HPCMP business areas. Program and Project Management Support shall include collecting information and assisting in the preparation of draft planning documents to include draft program budgets, schedules, reports and documentation. The contractor shall also provide meeting management and conferencing support for the HPCMP in all program activities. Centers Support: The contractor shall perform a variety of support duties to include assistance in status reporting, data gathering, data entry, report preparation, support for briefings, funding profiles, task lists, installation or customer meeting logistics, and other administrative support as required. Perform research, documentation and review support of business processes and procedures. Assist in drafting Performance Work Statements (PWS), Statements of Work (SOW) and assist in providing independent technical reviews. Provide technical assessments and reviews based on HCP systems engineering analysis. Perform research on various computer software, hardware, and technical services for required services as needed. This may include: evaluation of government performance work statements and independent government estimates; identify technology issues and provide recommendations; serve as the Program Technical Advisor for IT commodities and technical services contracts; provide technical recommendations for the ITS team and / or customers; and prepare technical and budgetary briefings for use by Government representatives. Provide engineering and technical resources to perform system engineering and integration functions necessary to accomplish project technical goals in services for HPC Centers projects. Technical activities with projects requiring support include baseline configuration, workload management, data recovery, system administration communities of practice, enterprise systems monitoring, enterprise software management, acting as HPC Centers' liaison to the HPCMP information assurance manager panel, and other DSRC technical services project teams, as identified by the Associate Director for HPC Centers. Security: Provide security engineering and research & development support to the HPCMP and DREN / SDREN sites. The contractor shall provide security engineering support for the DREN and SDREN networks for the HPCMP at sites listed in this PWS and other sites as designated by the Government. Provide Cybersecurity Defense Service Provider (CSSP) management services to user sites on DREN and SDREN networks referred to as subscriber sites. CSSP operational entities are required to facilitate information sharing and collaboration with counterpart CND organizations, including attending and participating in official threat briefs. Lessons learned are employed into HPC CSSP tactics, techniques, and procedures to effectively apply security to the Research, Development, Test, and Evaluation (RDT&E) community. As noted in the Chairman of the Joint Chiefs of Staff Manual (CJCSM) 6510.01A, CSSPs are responsible to provide three CND services: (1) Protect, (2) Monitor, Analyze, and Detect, and (3) Respond. Provide support in order to maintain the HPC CSSP accreditation status by operating at the ESM Maturity Level Threshold - for each applicable metric at the level determined by the Associate Director for HPCMP Security. Provide and maintain qualified personnel for CSSP services in accordance with DODD 8570.01-M. Review and recommend updates to SOP annually to support certification. Ensure that all applicable artifacts are readily available to support the certification test. The contractor shall support External Assessments (EA) referred to as HPCMP Comprehensive Security Assessment (CSA) on new HPCMP systems to support RMF certification prior to network connection. Assess existing HPCMP systems every three years before RMF certification expiration to include the DREN/SDREN backbone, the HPCMP Executive & Operations enclaves, DREN/SDREN Joint Sensors, etc. There are approximately 29 accreditation boundaries requiring CSA assessment within HPCMP. Assess all Secret DREN (SDREN) subscribers every three years and DREN customers on a case-by-case basis to include commercial entities, universities, government agencies and military branches with DREN connectivity. Assess newly acquired supercomputing resources annually through the SST process evaluate new technologies and provide risk insight to the Associate Director for Security. The contractor shall support a Security Assessment Team, inclusive of information assurance analysts, security analysts and technical analysts, who demonstrate previous experience supporting sites for security preparedness in pursuit of Certification & Accreditation (C&A). The contractor will also need to integrate with other HPCMP security teams such as the Cybersecurity Defense Service Provider (CSSP) and Emerging Technologies development teams to provide insight into CSA requirements. The CSSP utilizes the CSA teams' onsite view of the connected enclaves to ensure that proper network protection measures are in place. Additionally, the Emerging Technologies team builds tools to support the CSA process. Network Engineering Support: The contractor will provide engineering and technical resources to perform a board assortment of system engineering and integration functions necessary to accomplish project technical goals such as: system and equipment design analysis and studies, development and verification of design, product, interface, and specifications, technical papers and studies, master test plans and integration, preparation of briefing data, and installation of hardware systems and equipment. The contractor shall provide the requested mix of labor categories, if and to the extent any of these items are exercised, and shall perform the applicable tasks as directed by the Task Order in support of the HPCMP system engineering requirements. Network Operations Support: Provide engineering and technical resources to perform system engineering and integration functions necessary to accomplish project technical goals in services for the SDREN NETOPS and deployed DREN Ancillary (to include Firewalls, Switches, SAMP/DAMPs, Joint Sensors) equipment in the form of deployment and management of all hardware associated with the delivery of SDREN service to a customer location, as well as the SDREN core network itself, and delivery of stateful inspection firewall capabilities at various DREN locations during operating hours with one person on call each week night. This effort shall man and support the Network Operations Center at both the Aberdeen Proving Grounds, MD facility and the Continuity of Operations Center at St Julien's Creek, Portsmouth, VA facility. HPCMP CREATE Software Development Support: The goal of the DoD HPCMP CREATE Program is to reduce the time, cost and risks of acquiring DoD weapon systems, and improve their performance. The HPCMP will accomplish this goal through the development and deployment of physics-based HPC software applications that enable the DoD acquisition engineering communities (government and industry) to design, develop and analyze computational prototypes of DoD weapons systems. The software applications are designed to run on very large supercomputers with LINUX operating systems. The task of the HITS-R contractor is to support these development and deployment tasks by providing engineering and technical resources to support the government-led teams executing the CREATE Program to accomplish this goal. 3. Submission Requirements: Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to matthew.a.mcnease@usace.army.mil and hillary.s.roy@usace.army.mil no later than 5:00 pm Central Time, Monday, February 27, 2017 in the following format: Submissions should not exceed ten (10) - 8.5 inches x 11 inches pages (five pages if printed two-sided). The submission should address all questions in the sources sought questionnaire below and your firm's ability to perform the requirement. No facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered.
