Description

Draft solicitation for N69450-17-R-0502: This a draft solicitation for this procurement and is posted as a special notice on www.neco.navy.mil; title: DRAFT Solicitation and Industry Forum for Project 026, Powertrain Facility, NAS Corpus Christi, TX. Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida will be conducting a Pre-Solicitation Meeting/Industry Day Forum for a firm fixed-price design-bid-build construction contract for the construction of Project 026 Powertrain Facility located at the Corpus Christi Aviation Depot (CCAD) at Naval Air Station (NAS) Corpus Christi, TX. The purpose of this meeting is to provide interested companies with an overview of the Project and an opportunity to gather more information prior to the official Request for Proposal (RFP) being issued. In addition, the intent of the Industry Day Forum is to receive Industry input on common business practices, elicit feedback on the draft solicitation and contract structure to enhance the Government ™s ability to obtain quality services at reasonable prices, and to increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. Please provide comments in writing on the draft solicitation, specifications and drawings to: vicki.blankenship@navy.mil and barbara.czinder@navy.mil by 10 March 2017. This is a negotiated firm fixed price procurement utilizing a 1 Phase best value source selection process. Award will be made to the offeror whose total price and non-cost/price and price proposal offers the best value to the government. Contract award is anticipated on or around 30 September 2017. The construction completion date will be 721 days from the date of the contract award. The estimated price range for the entire project is between $50,000,000 and $80,000,000. The NAICS Code is 236220 with a small business size standard of $36,500,000. As this is not a solicitation, no attendee firm should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Therefore, questions and discussions that lead in this direction will be discouraged.. The Government anticipates release of the final RFP for Solicitation N69450-17-R-0502 on or around 23 March 2017 so keep checking NECO. A site visit date and time will be provided at that time. Base access forms for NAS Corpus Christi are uploaded with this notice. Note: This is NOT a bidders conference and this announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind. The Government will not assume liability for any costs incurred by any offeror for this effort including presentations, travel and labor costs, marketing efforts or data offered for examination; therefore the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government.
