Description
Draft Performance Work Statement 1. This is a sources sought announcement to be used for market analysis in determining the availability of any interested contractors for the mail handling services requirement. no awards will be made from this sources sought. No solicitation is available on FedBiz Opps at this time. Do not request a copy of a solicitation. All responses will be sent to determine the appropriate acquisition strategy for the requirement. Please see the attached draft Performance Work Statement (PWS). 2. The Navy Supply Systems Command NAVSUP). Fleet Logistics Center Bahrain (FLCB), Code 200, Bahrain is seeking qualified sources who are interested in providing a commercial proposal prepared in accordance with Federal Acquisition Regulation Subpart 12.602. Base + 4 option years: Base Year: 1 Sep 2017-31 Aug 2018 Option year 1: 1 Sep 2018-31 Aug 2019 Option year 2: 1 Sep 2019-31 Aug 2020 Option year 3: 1 Sep 2020-31 Aug 2021 Option year 4: 1 Sep 2012-31 Aug 2022 This requirement is to provide mail handling services for the Bahrain Fleet Mail Center (FMC), located within the Bahrain International Airport. The contractor shall be dedicated to providing the handling and processing of military mail received and dispatched that originated from or destined for military personnel assigned within the middle east region and all locations serviced by the NAVSUP FLCB area of responsibility. The primary customers serviced are authorized members assigned to the military forces that use Navy/Marine/Army Military Post Office (MPO) mailing addresses. Place of performance will be Bahrain International Airport, the Fleet Mail Center, naval Support Activity (NSA) Post Office, Mina Salman Pier, Khalifa Bin Salman Pier (KBSP), ASRY Pier and ISA Air Base Post Office. Please see the attached PWS. 3. All interested parties are invited to provide the following information about your company. Interested parties are requested to submit your information as follows. Name. Address. Point of Contact (POC). POC and technical expert phone number(s) and email addresses. CADE Code, DUNS number. Website, if applicable. A description of relevant product equivalency. Any relevant information of services performed for a Government entity. 4. Contractors capable of providing this service should submit information within the guidelines stated above in paragraph 2 via email to the person(s) stated below in paragraph 5. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to the notice may be used in the development of an acquisition strategy and future solicitation. 5. Responses are due not later than 4:00 PM EST, Sunday, 5 February 2017. Shall be electronically submitted to: Marietta S. Fry, marietta.fry@me.navy.mil and Donna Curry, donna. curry@me.navy.mil. 6. Questions relative to this market research should be sent electronically to Marietta S. Fry and Donna Curry. No phone inquiries. All communications shall be in writing by referencing "Mail Handling Services" via e-mail. 7. Pursuant to Federal Acquisition Regulation 5.202(a)(12), this is a non-mandatory synopsis. This solicitation is intended only for sources duty authorized to operate and do business in Bahrain as prescribed by DFARS 225.1103(3). 8. This is a notice for sources sought only. This is not a request for proposal. There is no RFP package, solicitation available with this announcement. It does not constitute a procurement commitment by the U.S. Navy, implied or otherwise. No contract will be awarded from this sources sought response and is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The government shall not be liable for or suffer any consequential damages for any improperly identified information.
