- Solicitation Number: P17PS00352 Notice Type: Sources Sought Synopsis: The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING via email to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. This announcement is posted on FEDBIZOPS. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought Announcement or any follow-up information requests. If you chose to submit a package, clearly identify the park and project on your package (NAMA 151073), your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small) and follow-up two weeks after the announcement closes to check on the status of the project. Your email capability information MUST be 6 pages (does not include letter from bonding company) or less and be SPECIFIC to the scope provided. Provide customer point of contact information including email and telephone (for example, contracting officers, project managers). Provide description of past projects, contract numbers, dollar amounts, time frame, duration, location and any other pertinent information. You must also provide a letter from your bonding company verifying your bonding levels per contract and total. Also provide your DUNS number. NAMA 151073 - Washington Monument Visitor Screening Facility with Washington Monument Elevator Modernization, National Mall and Memorial Parks, Washington, DC Estimated Range: $8,000,000 - $12,000,000 NAICS - 236220 Commercial and Institutional Building Construction Estimated Period of Performance for Construction: July, 2017 - December, 2018 Description/Summary of Scope: This project will demolish the temporary Visitor Screening Facility that is currently located against the base of the Washington Monument on the east side, restore and clean the Monument stone at the former connecting locations, and construct a new Visitor Screening Facility. The new facility will be constructed of a custom glazed exterior envelope, with ballistic and blast protections, (walls, windows, and doors), and a series of interior partitions arranged to facilitate the screening process for the Monument. This new facility will improve security by moving the screening, and therefore a possible point of attack, away from the monument. The new facility, located on the east side of the monument, will accommodate a required security screening station and all related equipment, and provide increased capacity to allow more visitors to enter the Washington Monument. Enhancements to the screening facility will be located closer to the outside edge of the monument plaza. The facility will be connected to the monument via a dedicated walkway with new security doors installed in the Washington Monument itself. The new facility will serve approximately one million visitors to the Washington Monument on an annual basis. The Work includes the demolition of the Temporary Visitor Screening Facility, restoration and cleaning of the Monument stone at the former connecting locations, and the construction of a new Visitor Screening Facility. The new facility will be constructed of a custom glazed exterior envelope, with ballistic and blast protections, (walls, windows, and doors), and a series of interior partitions arranged to facilitate the screening process for the monument. The project also combines the Monument and Visitor Screening Facility Heating Ventilation and Air Conditioning (HVAC). This is done through the use of a geothermal well field (approx. 64 wells) in congress with a modular heat-recovery chiller connected via new and existing trenches and utility bunkers on the historic Monument mound. The heat recovery chiller will generate chilled and hot water for the Monument and Visitor Screening Facility equipment. The main equipment includes: modular heat recovery chiller, chilled water pumps, heating water pumps, geothermal main pumps and refrigerant detection system. In addition, the work also includes the repair, upgrade and modernization of the Washington Monument Elevator to include removal of out-of-date system components from the 1997 upgrade, and installation of new system components. New system components will include, but not be limited to, control system, cab door equipment and operators, buffer switch and leveling unit indicator, cab top lighting, remote control system at 0-foot level, compensation and hoist ropes, elevator inspection key switch, electrical and power wiring and connections, machine room ventilation, cab ventilation, elevator/cab phone/communications, elevator/cab operator options, and elevator machine room access/ladder. The new work for the elevator shall also include 1-year of elevator system maintenance that will begin upon final inspection and acceptance of the work. Interested contractors must respond to the following criteria: 1. Bonding Capacity Minimum $10M 2. Experience in constructing law enforcement or other security screening type facilities, especially on constrained and secure work site with historic structures. Demonstrate specialty security construction such as glazing, ballistic, blast, heavy foundations, heavy steel, and security systems. 3. Experience in geothermal field work and similar mechanical work and utility work. 4. Ability to create a comprehensive work schedule and logistics/risk plan, incorporating the work of the visitor screening facility and the elevator repair project, to minimize the closure of the Monument to the shortest possible construction duration.
