- The United States Government has a requirement to hire and train Afghan Host Country Nationals (HCNs) and deploy them as Afghan Logistics Specialists throughout Afghanistan locations where they will conduct hands on training and mentoring to the Afghanistan National Defense Security Forces (ANDSF). Army Contracting Command Rock Island (ACC-RI) intends to issue a solicitation for the ALS-EF5 requirement. It is estimated that the Request For Proposal, W560MY-15-R-0010 will be issued on or about 13 February 2017. However this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solictation release date if it changes. ACC-RI intends to conduct a full and open, best value lowest price technically acceptable competition to award a single firm fixed price contract. The period of performance is anticipated to be one base year plus four one year evaluated option periods, and will include Federal Acquisition Regulation clause 52.217-8, Option to Extend Services. The successful offeror for this acquisition will be required to support the Combined Security Transition Command - Afghanistan (CSTC-A) responsible for the coalition's logistics training mission which includes dedicated in-depth logistics and sustainment subject matter expertise, hiring, training, and mentoring of college educated HCNs in logistics work functions, and deploying them throughout Afghanistan to increase the overall capability of the ANDSF in assuming full responsibility for their own self-sustainable security needs. It should be noted that any interested parties must be able to demonstrate the existence of a current U.S. facility clearance to the SECRET level IAW DODD 5220.22, National Industrial Security Program Operating Manual. This SECRET level clearance may also apply to affiliates, team members, and subcontractors if they have access to classified information. At the time a future solicitation is issued, all respondents will be required to submit Facility Clearances for all entities who will be handling classified information IAW the directions delineated in said solicitation document.
