Page 2 of 5 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, Part 13 and as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quotation (RFQ), solicitation number VA250-17-Q-0243, in accordance with FAR Parts 12.603 and Part 13.5. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. Awards resulting from the (RFQ) will be based on Best Value to the Department of Veterans Affairs giving consideration to: Technical, Delivery, and Price. This acquisition is a Small Disadvantage Veteran Owned Small Business set-aside. The North American Industry Classification System (NAICS) code is 339113, and has a size standard of 750 employees. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC), 2005-95, effective January 19-2017. The Government intends to award Firm-Fixed Price. BACKGROUND: It is anticipated that the VISN 10, Cleveland Veterans Affairs Medical Center (VAMC), Progressive Care Unit (PCU) and Cares Tower B (CTB) requires a contractor to furnish two (2) power-drive stretchers for the PCU and CTB. The requested work relates to work already accomplished throughout the Medical Center and is in direct compliance with Medical Center Policy 118-034, Safe Patient Handling, the goal of VHA DIRECTIVE 2010-032 dated June 28, 2010 entitled Safe Patient Handling Program and Facility Design and GLA Policy 00-10B-118-130-39 which protects caregivers and patients from injuries due to patient handling and movement. It also aligns w/ the General Duty clause of the William-Steiger Occupational Safety and Health Act of 1970 (84 Stat. 1590 et seq., 29 USC 651 651 et seq.), which requires employers to keep the workplace free of recognized hazards ( §1903.1). Evidence-based research has shown its use "protect caregivers and patients from injuries due to patient handling and movement. SPECIFIC TASKS: Specific requirements and features of the stretcher include: Fully powered drive mechanism Integrated bed exit alarm Storage tray At least a 700 lb. weight capacity Full trendelenburg/Reverse Trendelenburg positioning capability with a 15 degree range minimum Fluid impervious pressure redistribution mattress 30 wide patient surface area with a 3 mattress Bed height adjustable from 23-36 in height Integrated utility tray Litter mounted oxygen bottle holder built into the underside of the litter Retractable cord Integrated transfer board 4-wheel central locking brake system Dual side-mounted foot control hydraulics Glide away side rails, eliminating the transfer gap between bed and stretcher 4 integrated IV receptacles Integrated bumpers Powered backrest with hydraulic manual capability in case of power loss Backrest angle from 0-90 Powered knee latch with quick release Foot end patient lockout controls Built in scale that measures and reads from 0-700 lbs. Built in battery charger that operates at 115 VAC, maximum 5 Amp draw 2 year warranty covering parts, labor and travel Staff education regarding all the above items must be included in the purchase 3.
