Description
The U.S. Bureau of Land Management (BLM) is seeking interested contractors with capabilities to meet the requirement for wildlife water catchment tanks. The wildlife water catchment tank must be in accordance with the BLM ¿s minimum specifications. In addition to searching the market for qualified contractors, the results of the sources sought will be utilized to determine if any Small Business Set-Aside exist. The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 326199 - All Other Plastics Product Manufacturing with a small business size standard of 750 employees. Please identify your business as one or more of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB); (b) HUBZone Small Business; (c) 8(a) Concern; (d) Woman-Owned Small Business; (e) Economically Disadvantaged Woman-Owned Small Business; (f) Small business; (g) Large business. All interested businesses must submit a capabilities statement demonstrating the contractor's ability to meet the BLM's specifications for the wildlife water catchment tanks. Please include the following information: 1.Contractor Name; Address; Business Size, and Point-of-Contact name, phone/fax number, and email address; 2. Contractor profile to include office location(s), DUNs number, and a statement regarding current small/large business status as discussed above; 3.Prior/current experience building similar wildlife water catchment tanks in the last three years, including contract number, organization supported indication of whether as a prime or subcontractor, contract values, point of contact with current telephone number, and a brief description of how the referenced contract relates to the BLM's minimum specifications for the wildlife water catchment tanks. 4. A detailed description of how the contractor can build a wildlife water catchment tank in accordance with the BLM's minimum specifications. Delivery of the wildlife water catchment tanks shall be Free On Board (F.O.B) Destination and is estimated to be delivered no later than April 20, 2017.. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. This is not a request for proposal. This Sources Sought does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted to this technical description is strictly voluntary. No feedback or evaluation will be provided regarding submission. Deadline for all questions must be submitted by 12:00 p.m. MST on January 31, 2017, no questions will be accepted after this time/date and capability statements must be received by 4:00 PM MST on February 3, 2017. WILDLIFE WATER CATCHMENT TANK SPECIFICATIONS Shape shall be Rectangle (9' maximum x 17' maximum), flat bottom, and domed top. Material shall be Polyethylene, U/V stabilized Resign, ANSI / NSF 61 Approved Resin. Wall thickness shall be strong enough to withstand solid freezing of contents. The cover shall be designed to collect and pass water into the tank, with a minimum catchment area of 128 sq. ft. The cover shall attach/detach for transportation and field placement; shall attach to the tank with provided stainless steel hardware; and shall be strong enough to withstand elk, cattle, and snow loads without collapsing. The drinker shall be large enough to accommodate access by big game but also include a small mammal access/escape ramp. The drinker and small mammal ramp shall be integral to the cover and molded of the same cross-linked polyethylene to reduce maintenance created by separate parts. The cover shall include a minimum 17" inside diameter manway to allow access to the tank for cleaning. Capacity of the catchment tank shall be at least 1800 gallons at a 24" high (min) drinker level and shall be designed to be buried up to the lip of the drinker (20" deep). The water holding portion of the tank shall be seamless, one piece construction to reduce leak potential. Catchment tank and cover shall be brown in color and the color shall be inherent to the tank material. Paint is not acceptable. Weight: 750 lbs. min to 900 lbs. max
