DEPARTMENT OF TRANSPORTATION / OST-R / VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER Optimization Support: Request for Information (RFI) Notice Type: Request for Information Posted Date: January 20, 2017 Response Date: February 6, 2017 Archiving Policy: Automatic, 15 days after response date Archive Date: February 6, 2017 Original Set Aside: N/A Set Aside: N/A Classification Code: R NAICS Code: 541330 1.0 Background The U.S. Department of Transportation (U.S. DOT), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting market research to identify business concerns capable of performing tasks related to optimizing and supporting the deployment of ground based Air Traffic Management Systems in support of the U.S. Government. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Government to contract for any supply or service. Further, the Volpe Center is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. 2.0 Description Contractors will be responsible for supporting the Government in the following work areas: 1. Support for the optimization of the Airport Surveillance Radar model 11 (ASR-11) and Standard Terminal Automation Replacement System (STARS) and their deployable or mobile variants as a system of systems. 2. Determine whether adaptation changes can improve the detection and tracking of aircraft. Also determine whether adaptation changes can eliminate non-aircraft returns; if so make the appropriate changes. Work involves traveling to US Air Force (USAF) bases worldwide and analyzing data from both ASR-11 and STARS systems. 3.0 Submission Instructions THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Interested business concerns must submit a written Statement of Capabilities of sufficient detail demonstrating their experience and have the ability to provide said services at multiple, simultaneous sites, worldwide, domestically and internationally, and have the ability to simultaneously support two or more events; optimization, deployment support or both, as it relates to relevant past performance (previous or current experience for the past five (5) years). Capability information shall include: Contract number; Customer (Government agency, private industry); Contracting Officer's Representative (COR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided shall be detailed and shall show technical capabilities, knowledge, and expertise so the Government can assess the ability to provide the described services in each of the above stated work areas. Business concerns should identify themselves as a small business concern in relation to the NAICS, if applicable. Additionally, business concerns shall display knowledge of the STARS and ASR-11 systems and experience working at an Air Traffic Control Towers and Radar Approach Control facilities (RAPCON). The capability statement shall be no more than five (5) pages. Page size is set at 8 X 11 and text should be no smaller than 11 point. Each response must reference the RFI title. Interested parties must respond to this announcement in writing by Monday February 6, 2017 at 12:00 pm Eastern Time. Telephone requests will not be honored. All responses must be submitted via e-mail to Carl.Chin@dot.gov. Electronic attachments to the e-mail should be submitted in Microsoft Office 2007 (or later) productivity application formats, or any format that can be imported by Microsoft Office. 4.0 Information Availability THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources. The notice does not constitute a solicitation for bids, quotations, and proposals, and is not to be construed as a commitment by the U.S Government. The information provided herein is subject to change and in no way binds the U.S. Government to solicit for or award a competitive contract. The Government is not obligated to and will not pay for any information received from potential sources as a result of response to this Sources Sought notice. The Government will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. Submissions must be disclosable to the public or the submitter should provide a summary statement that can be disclosed to the public with fuller supporting information that is clearly marked as restricted.
