- Statement of Work FY17 BPC ISR Program Solicitation Number: FA8620-17-R-GSOC Notice Type: Sources Sought Program Name: FY17 BPC C208 ISR Program THIS IS A SOURCES SOUGHT ONLY. This Sources Sought Synopsis (SSS) is issued pursuant to Federal Acquisition Regulation (FAR) Part 15.201(e) and is solely for information and planning purposes only. This is not a request for a quote, request for proposal, or an invitation to bid, nor is this to be construed as a commitment by the US Government to issue a solicitation or ultimately award a contract. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition decision for possible future procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. This notice does not constitute a solicitation for offers. The Government will not reimburse or pay for any information submitted in response to this SSS or any follow-up information requests. Please be advised that all submissions become Government property and will not be returned. INTRODUCTION The Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance, and Reconnaissance (ISR) Sensors Foreign Military Sales (AFLCMC/WINI) is conducting market research to identify, as potential sources, companies who may possess the expertise, capabilities, and experience to provide two (2) Scorpion/GSOC series with associate accessory components and Field Service Representative support as detailed in Attachment 1 "Draft Statement of Work". This SSS will also assist the government in determining whether a requirement will be full and open, a small business set-aside, or a sole source acquisition. Small Businesses are encouraged to provide responses to this SSS in order to assist AFLCMC in determining potential levels of capability and competition available in the industry, as well as helping to establish a basis for developing any subsequent potential subcontract plan goal percentages. It is the responsibility of the interested parties to monitor the FedBizOpps (FBO) site for additional information pertaining to this SSS. This system shall be presented as International Traffic in Arms Regulation (ITAR) compliant. All components are to have existing evidence of approved US Department of State DSP-5 documentation for release-ability into the AFRICOM baseline (or similar level) with respect to the historical ISR Systems of Systems (airborne and ground-based). Total system shall be composed of a series of critical components with established confirmation as to assessment, reporting and review with record, for Critical Program Information (CPI). All components shall present as non-CPI and/or CPI accepted within a level that does not require the implementation of an active design series of Anti-Tamper techniques and/or monitoring INSTRUCTIONS AFCLMC/WINI invites industry to submit unclassified capabilities' packages no later than 5:00 PM (EST), 21 FEB 2016. Please follow the instructions below for submission of the capabilities' packages. Please ensure all appropriate security procedures and policies are followed when responding to this SSS. Respondents should indicate which portions of their responses are proprietary and should mark them accordingly. All information received in response to this SSS that is properly marked as "proprietary" will be handled accordingly. Proprietary information must be clearly marked on the outside container and on the materials inside. The Government shall not be liable for, or suffer any consequential damages for any proprietary information not properly identified. Capabilities Package [limited to twenty (20) pages]: 1. Introduction (does not count against 20 page response limit): a. Title of the Capabilities Package b. Contact information: i. Company Name ii. Address iii. Point of Contact: Name, Job Position, Phone Number, & Email Address iv. Web Page URL v. CAGE Code c. State whether your company is certified as a Small Business, including specific socio-economic group (i.e. Woman-Owned, 8(a), Service Disabled Veteran Owned Small Business), if applicable, pursuant to North American Industry Classification System (NAICS) Code: 334220 "Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing", size standard 1,250 employees. d. State how you plan to accomplish more than 50% of the work if considered a small business and if you are unable to complete more than 50% of the work, please specifically indicate the segment and percentage of work that you can complete. e. State if you plan to subcontract, including the anticipated percentage of effort to be subcontracted, the name(s) of the company and the effort performed, and whether they are a large or small business f. Describe the dynamics of any teaming arrangement (if applicable) g. Statement as to whether your company is domestically or foreign owned (if foreign, please indicate the country of ownership) 2. Program/Concept Description: a. Identify your company's approach to satisfy the requirements of Attachment 1 "Draft Statement of Work". b. Provide technical description to include existing or expected performance characteristics/capabilities for key components of the proposed technology/concept. Explain the parts that are considered proprietary. c. State if Non-Recurring Engineering (NRE) is required, and if so, provide a description of the NRE involved. d. Provide an example(s) of demonstrated past experience with like-systems development and integration. e. State if the system has been exported in the past and include a brief explanation of experience with exporting the system. 3. Schedule/Major Milestones. Identify the major milestones associated with delivering the requirements of this SSS. Funds for this requirement are not available at this time; however if they do become available, the type of funding has fiscal constraints which require obligation on contract no later than 30 Sep 2017 and delivery of the product no later than 30 Sep 2018. 4. Risks. Identify cost, schedule, and performance risks associated with the technology/concept. 5. Logistics Strategy. Provide explanation of supply chain process (i.e. spares, support equipment, etc.). Describe approach to provide hands on field level support. 6. Challenges and Considerations. Identify any challenges or details you would like to share with the USG team.
