Description
The following items describe some of what may be expected on some of the BPA CALLS by the contractor: GENERAL. Contractor shall provide specified vehicles and all services required to keep the vehicles in a safe, operational condition. Vehicles will be delivered within the timeframe agreed to in this contract and must meet the minimum acceptance criteria provided herein. Failure to pass the acceptance inspection in the timeframe specified may result in a monetary penalty. Insurance. The contractor will carry insurance to cover the cost for replacement or repair of vehicles lost, stolen or damaged through criminal acts or natural acts (commonly called acts of God). This is to preclude the government from being held liable for claims generating from any of the above. VEHICLES. The following minimum criteria shall be met at the time of the acceptance inspection: Condition. Both the exterior and the interior of the vehicles must be free of excessive soil, rust, and damage. Safety Items. Each vehicle must meet all government safety requirements, State and Federal, and have, as a minimum, the following operational safety features: seatbelts, rear view mirrors, windshield wipers, parking brake, and horn. Heating and Air Conditioning. Due to the climate changes in the State of Utah, all vehicles must have operational heating and air conditioning capabilities. Makes and Models. Vehicle provided for this contract need to be of varying makes, models, and color to avoid the appearance of fleet operations. Size. Vehicles provided for this contract need to be of "Standard" size and comfortably seat 4-5 adults. Charging Ports. Vehicles provided for this contract should have a minimum of 2 USB charging ports. USB charging required for phones and GPS devices SERVICES. The contractor shall provide the following services: Distance. Vehicles shall be provided to the government by delivery, within thirty minutes drive time or be within a 20 mile radius of Camp Williams, UT. Vehicle Pickup. Vehicle pickup should be available as early as 0900 and as late as 1200 on start day of contract. Vehicle Return. Vehicle return should be available between 1200 and 1800 on the last day of the contract. If the business is not open for normal operations, a representative of the contractor should be on-call to accept vehicles in person. Maintenance. The contractor shall perform maintenance at a facility designated by the contractor according to their company's schedule. Maintenance is to be scheduled during times prior to or after the dates of this contract. All maintenance costs to include parts, labor, and expertise necessary to complete required maintenance tasks and fair wear and tear such as windshield wipers, tires, headlamps, filters, fluids, and lubricants are the responsibility of the contractor. The cost of parts and labor for maintenance on damages resulting from operator negligence may be submitted through the contracting officer for consideration of payment. Recovery. Upon proper notification, the contractor will recover disabled vehicles. This service should be available 24 hours a day. If the recovery service is not available 24 hours a day, alternatives must be negotiated and agreed to by the contract representatives. Cleaning. Contractor shall provide vehicles that are clean on the exterior and interior. If a vehicle is returned in a manner that displays gross negligence on the part of the operator, the contractor will notify the driver and require the situation is remedied prior to acceptance of the return. Replacements. Replacements shall be provided for all vehicles that are out of commission within 12 hours. Replacement vehicles need to be available within the required distance of Camp Williams. If no replacement vehicle is provided within the required time/distance, consideration should be given to asking the contractor for compensation due to noncompliance.
