- The Maritime Administration's Division of Atlantic Operations intends to solicit quotations for a shipyard to perform a drydocking and ABS Special Survey #6 on the TS State of Maine. The TS State of Maine is the training ship of the Maine Maritime Academy. It is an 8,100 HP diesel ship with an overall length of 500 ft, a beam of 72 ft, maximum operating draft of 30 ft - 6 inch and gross tonnage of 12,542. All work performed by the Contractor shall serve to accomplish the requirements of a USCG Drydock Exam, Internal Structural Exam and Tailshaft Inspection in accordance with 46 CFR Part 61. 2. An ABS Special Periodical Survey #6 for a Non-ESP Cargo Ship (non-tanker, which is greater than 15 years of age) which desires to continue in a UWILD program. In addition, numerous other items shall be performed to include, but not be limited to, the following: 1. Hull and Ballast tank coatings renewal. 2. Removal of the propeller shaft. 3. Overhaul of the CP Propeller and stern tube bearing. 4. Tank cleaning and inspections. 5. Sea Valve inspections Performance/Availability Period : TS State of Maine's ABS Special Survey #6 is due on June 30, 2017. This date also corresponds with the approximate arrival of the STATE OF MAINE back in Castine, ME following the end of her 2017 Cadet Training Cruise. Upon arrival back in Castine, the ship will need a few weeks to unload cadets and stores and to prepare for the trip to the dry dock. Departure from Castine is, therefore, planned for approximately August 15, 2017. It is the intention, therefore, for the Maritime Administration to request a Special Survey Extension from ABS out to August 21, 2017 which would provide for approximately 6 days sailing from Castine (with an August 15 departure) enroute to a dry dock. Based on the distance between Castine and the dry dock location of the successful offeror, the ship could potentially be at the dry dock facility prior to August 21, 2017. For the reasons stated above, and assuming that a Special Survey Extension is granted, the start of the availability period for this SOW is between August 15, 2017 and August 21, 2017 and will vary as determined by the proximity of the dry dock to Castine, ME. In any event, if an extension is granted, the ship must be at a dry dock facility no later than August 21, 2017. Due to the need for the ship to be back in Castine in order to house students and to provide for a cadet training platform, the completion date for this availability period (departure from the shipyard) has been set at October 21, 2017. References: The drawings referenced in the Statement of Work can be provided to interested contractors upon written request to the Contracting Officer listed below. Other documents and manuals referenced must be viewed aboard the ship during the ship check. Ship Check: A ship check shall be held on February 28, 2017 aboard the ship in Castine, ME from 0800-1600 hrs. The complete solicitation package will be posted on this website on or about February 3, 2017. ATTENTION: Small and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
