- Page 5 of 5 Page 1 of 5 The Department of Veterans Affairs Seeks Expressions of Interest for 9,990 Net Usable Square Feet of Clinic Space within the cities of San Bruno, South San Francisco or Daly City, CA Notice: This is not a solicitation for offers, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based upon responses to this advertisement. Contracting Office Address United States Department of Veterans Affairs (VA), Office of Construction & Facilities Management (003C4A) Attention: LEASE CONTRACTING, 425 I. Street, NW, Room 6W214B, Washington, DC 20001. Description: VA seeks to lease approximately 9,990 net usable square feet of space (or approximately 11,500 rentable square feet) and desires the greater of 40 parking spaces of which 10 will be handicap spaces or parking required by code, for use by VA as a Community Based Outpatient Clinic. NUSF is generally defined as the space remaining once common areas, lessor areas, and areas required by code are deducted from the rentable square feet of the facility. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. A detailed definition will be provided by VA in the event a request for lease proposals (RLP) is issued for this project. Existing Space: Offered space in an existing building must be located on a single floor. Contiguous space is preferred. If the space offered is located above the ground floor, the building must provide a minimum of two passenger elevators one of which may be a combination (passenger/freight) elevator. The building must be able to comply with the Americans with Disabilities Act (ADA) and the Architectural Barriers Act Accessibility Standards (ABAAS) and meet certain security requirements that will be set forth in the RLP. Land: New construction requires a minimum of 1.25 minimum acres of developable land. Complying with all local laws, rules and regulations, the land must be sufficient size and proportions to accommodate the required space on a single floor as well as provide sufficient security setbacks. The land must also accommodate 40 spaces requirement for surface parking. Parking Requirements: On-site parking must 1) be dedicated for the exclusive use of VA; and 2) be fully compliant with local laws, rules and regulations and; 3) total 40 spaces or code required parking. Of the 40 spaces,10 Parking spaces shall be handicapped designated in accordance with local code. The VA reserves the right to require additional parking spaces to be designated as handicapped accessible. All spaces shall be sized in accordance with design standards as described in the VA Lease Based Outpatient Clinic Design Guide (available at http://www.cfm.va.gov/til/dGuide.asp). The parking area must meet all requirements of ABAAS (available at http://www.gsa.gov). Delineated Area: To receive consideration, submitted properties must be located within the following delineated area, which encompass portions of the cities of San Bruno, South San Francisco and Daly City, CA: North boundary: John Daly Blvd. from CA-35 to Hillside Blvd., southerly along Hillside Blvd. to E. Market Street, easterly along E. Market Street which becomes Guadalupe Canyon Parkway to Bayshore Blvd., to US101; South boundary: San Bruno Avenue from CA-35 to S. Airport Blvd.; East boundary: US 101 from Bayshore Blvd. to San Bruno Avenue, including freeway frontage roads; West boundary: CA-35 (Skyline Blvd) from San Bruno Avenue to John Daly Blvd. The following map is provided for further clarification of the boundaries of the delineated area. Delineated Map Lease Term: VA requires a lease term of up to 20 years (10 years firm with two (2) five (5) year option periods. VA reserves the right to request other lease pricing structures. Submission Requirements: Consideration of a building will be solely dependent on the information provided by the Offeror. VA reserves the right to eliminate a property that fails to provide sufficient information. All submissions should include the following information: Name of Owner. Address or location description of building or land site. Location on map demonstrating the building or land site is in the delineated area. Description of ingress/egress to the building or land site. A statement that the building or land site is currently zoned for medical and medical office use. Description of adjacent property. FEMA map evidencing that the property lies outside the 100-year floodplain. A narrative and map describing proximity of the building or land site to the nearest bus and/or train stop, and major transportation routes. Property Owners must provide evidence of ownership. Non-Owners (e.g. prospective developers/lessors) submitting a building or land site must provide evidence of permission or authority granted by property owner to submit the property to VA for consideration. Any information related to title issues, easements and restrictions on the use of the building or land site. A description of any planned land development or construction which will affect the building or land-site including neighboring projects and road/ utility line construction. Age of building. Total existing gross square feet. Site plan depicting the building and parking. Floor plan of proposed space. Identification of on-site parking to be dedicated for VA's use. Completed Market Survey form (attached). Market Survey: VA will conduct a market survey to evaluate all properties submitted in response to this requirement that meet VA's minimum criteria. The Contracting Officer will make an initial evaluation to determine if the offered building meets VA's criteria as listed within this advertisement. If the building meets VA's criteria, the VA market survey team will evaluate properties as follows: Existing Buildings and land sites will be scored as Pass or Fail in accordance with VA market survey criteria.
