- The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to The University of Iowa for a period of 5 months. This will be a firm fixed price order to adapt a decision support tool that uses a geography-based graphical user interface that integrates user-defined alternative actions and evaluates the effectiveness of these actions using multiple performance metrics. The University of Iowa has developed a prototype Decision Support Tool (DST) for the Iowa-Cedar watershed. The Institute for Water Resources (IWR) and the Rock Island District (MVR) used the tool for a multi-hazard tournament in Cedar Rapids, Iowa. The proposed work effort will adapt the existing tool to several locations in the San Antonio River watershed. The Iowa team will work with IWR, Fort Worth District (SWF), and the San Antonio River Authority (SARA) to incorporate alternative actions and performance metrics into the DST that reflect the problems defined in the San Antonio River watershed. The Iowa contractor team will test the DST with IWR, SWF and SARA and make refinements based on the results. The Iowa team will travel to the sites of the multi-hazard tournaments to ensure the tool functions as designed during the event. The Iowa team will also document the results with a report and provide IWR with all software code, electronic, and output files required to use and run the tool. The government should have the right to use software independently in future events as needed. This is a Notice of Intent to sole source a procurement under FAR Part 13.106-1 (b)(1)(i) Soliciting from a single source. However, all responsible sources may submit a capability statement, which shall be considered by the agency, within 15 days from the date of publication of this announcement. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. NO RFP will be issued based upon this Notice of Intent. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a firm-fixed price contract The University of Iowa.
