- SOURCES SOUGHT NOTICE NOTE: THIS IS A SOURCES SOUGHT NOTICE REQUESTING INFORMATION. THIS IS NOT A SOLICITATION. NO PROPOSALS ARE BEING REQUESTED OR ACCEPTED AT THIS TIME. The Bay Pines VA Medical Center is conducting market research to determine the availability of qualified, technically capable vendors to provide the necessary labor, permits, supplies, and supervision for Refurbishment of Underground Potable Water Tank for the Lee County Healthcare Center in accordance with the below Statement of Work (SOW). Statement of Work Refurbishment of Underground Potable Water Tank (Lee County Healthcare Center) A. General The Department of Veteran Affairs is seeking contractors to refurbish the 30,000 gallon underground potable water tank as identified in this Statement of Work (SOW). The location of this project is Lee County VA Healthcare Center, 2489 Diplomat Parkway East, Cape Coral, Florida 33909. B. Scope of Work The contractor shall provide all management, supervision, labor, permits. materials, supplies, tools and equipment, necessary to complete the cleaning, surface and metal repairs, resurfacing, installation of cathodic protection, and preparation to receive potable water.(disinfect) The contractor shall provide all Architectural, Mechanical, and Structural Design, Engineering, Safety and any other services required to complete the scope of work. Clean out tank interior to include removal of up to 1 of sediment and debris from interior. Perform metal repairs as necessary. Furnish and install a passive cathodic protection system. INTERIOR COATING: Sandblast entire wet interior to an SSPC SP-10 (near white blast), stripe coat all seams and welds, apply a zinc rich primer followed by a 2 part epoxy paint system 8-10 mils dry film thickness. Clean and disinfect as required for potable water. Response: Responses to this Sources Sought Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Special Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described above. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.com) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 237110 with a size standard of $36,500,000.00. Any offeror capable of providing this service shall notify the Contracting Officer by email within 7 calendar days from the date of the publication of this special notice. Responses shall be sent via email to steven.scharlow@va.gov, no later than 4:30 PM EST on 1/11/2017. Any questions about this notice should be sent to steven.scharlow@va.gov and the title of email shall read (Refurbishment of Underground Potable Water Tank).
