- Battle Control System - Fixed PWS (dated 20 Dec 2016) 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. THE PROPOSED CONTRACT ACTIONS IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.301. 2. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determinin g if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541519 Other Computer Related Service, which has a corresponding Size standard of $27.5M. The proposed Service Code is D318 IT and Telecom- Integrated Hardware/Software /Services Solutions, Predominantly Services Includes: Contracts Buying Hardware, Software, and Related Services, Where Services Are The Predominant Portion of The Contract Value. 3. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 4. Interested persons may identify their interest and capability to respond to the requirements in the Performance Work Statement (PWS) or submit proposals. All proposals received prior to the closing date on the solicitation will be considered by the Government. A determination by the Government not to compete this prosed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE TO THE DATA/SOFTWARE NEEDED TO PURCHASE THIS ITEM/SERVICE FROM ADDITIONAL SOURCES. 5. Description of Service: The Battle Control System-Fixed (BCS-F) system provides North American Aerospace Defense Command (NORAD) and Pacific Command (PACOM) Commanders with surveillance and control of NORAD's Area of Operations (AOO) warning and assessment of aerospace attacks and response against air attacks. The mission requires a 24 hours a day, 365 days a year operation. BCS-F system processes, integrates, displays, and distributes data from sensors, data links, and other Command and Control (C2) agencies to maintain situational awareness and support air interdiction operations. The role of the BCS-F will be extended to place greater emphasis on the monitoring of domestic air traffic as a result of the terrorist attacks of 11 September 2001. The contractor shall support BCS-F Weapon System Software Sustainment team in: Systems Engineering, Software Engineering, Test Engineering, Hardware Engineering, System Administration, and Information Assurance solutions to enhance and sustain the BCS-F weapon systems. The contractor shall support sustainment and development solutions, and root cause analysis 6. DISCLAIMER: This SSS is issued solely for informational and planning purposes only. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in the FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Governmnet to form a binding contract. This SSS does not commit the Government to contract for any service whatsoever. Futhermore, we are not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this SSS. All costs associated with responding to the SSS will be solely at the responding party's expense. Any resulting procurement action will be subject of a separate, future announcement. The information is provided for discussion purposes and any potential strategy for this acquisition may change prior to any solicitation release. 7. INSTRUCTIONS FOR RESPONSE: Interested parties are invited to submit a response, by email to Contracting David L. Lovett at david.lovett@us.af.mil, not to exceed 10 one sided pages, in the form of Statement of Capabilities (SOC) to the Government. The SOC needs to include demonstrated experience of the program requirements stated above. Information submitted must cover the following areas: 7.1. Company Name 7.2. Company Cage Code 7.3. Is company foreign owned? 7.4. Email address and phone number of POC 7.5. Suggested NAICS 7.6. Suggested Service Code 7.7. Business Size Classification for 541519 NAICS and qualification, if any, and as a sub-category (i.e., 8a, HUBZONE, SDVOB) 7.8. Would you be a prime or a subcontractor 7.9. Experience: Provide an outline of previous projects and/or work experience in relation to the program requirements stated above in Para 5. 7.10. Personnel: Provide evidence of functional expertise (i.e., program management) in relation to the program requirements stated above in Para 5. 8. RESPONSE SUSPENSE: Emailed responses to this announcement must be received no later than 30 Jan 2017, 1200 pm MST. 9.
