- Description
- The Government's Request for Information for the KC-46 Mission Data File (MDF) Reprogramming Center (RC). MDFs are software artifacts used within the AN/ALR-69A architecture to assist with identifying detected electromagnetic energy. Since threat systems emit signals with specific characteristics (known as a signature), the MDF contains parametric descriptions of signatures to unambiguously identify emitters to determine if they pose a threat. The exact parameters used to identify a threat vary, but in general include detected signal frequency, pulse width, pulse repetition interval, scan rate, and polarization. Threat parameter information is typically classified and made available to MDF developers by various U.S. Intelligence Agencies. The primary data source used for AN/ALR-69A MDFs is the Electronic Warfare Integrated Reprogramming Database (EWIRDB) or its successor, the Next Generation EWIRDB System (NGES). MDF developers use this information, their knowledge of the KC-46A version of the AN/ALR-69A, information based on user operationally relevant tactical performance requirements, and other mission systems to develop all files necessary for the system to accurately identify emitters; and to provide the appropriate data to the Tactical Situational Awareness System (TSAS) to support threat identification, threat location, threat correlation, tactical maneuver, and route re-planning. The objective of this RFI is to gather information from industry on their capability to deliver, install, checkout, and provide engineering instruction and support for an AN/ALR-69A Mission Data File MDF RC for the KC-46 program. This capability is needed to support Initial Operational Test and Evaluation (IOT&E) and Initial Operational Capability (IOC) for the KC-46 program.
