- BOAT WINDOWS Strategic Weapons Facility, Atlantic located in Kings Bay, GA intends to issue a fixed price award to a single source under the authority of FAR 6.302.1, soliciting from a single source. An award will be made to DULCOS Corporation Doing Business as Gladding - Hearn Shipbuilding, Box 300, Somerset, MA 02726 for a one time purchase for thirteen Ballistic Windows 13 units(Heated and None Heated) for 64' boat. Windows has to meet Naval Surface Warfare Center standards and shall be certified before final acceptance. This will be made under the Simplified Acquisition Procedures (SAP) and other than Full and Open Competition as authorized in FAR 6.302-1. The following FAR clauses apply to this procurement: 52-204-13 System for Award Management Maintenance, 52.212-4 Contract Terms and Conditions -Commercial Items, 52.232-39 Unenforceability of Unauthorized Obligations, 252.203-7000 Requirements Relating to Compensation of Former DoD Officials, 252-232-7003 Electronic Submission of Payment Request and Receiving Reports, 252.232-7006 Wide Area Workflow Payment Instructions, 252.232-7009 Mandatory Payment by Government wide Commercial Purchase Card, 252.232-7010 Levies on Contract Payments, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders. The original boat design and manufacture was accomplished by Gladding-Hearn. The drawings provided by Gladding-Hearn are proprietary and cannot be included in the solicitation for this project. The ballistic windows are built out of a particular material and have a specific lay-up schedule for when they are built. Awarding this to a different vendor would require a significant amount of testing and evaluation to ensure they are equal to or better than the existing windows in the boats. Gladding-Hearn can provide a direct replacement for the windows without considerable cost to the government. The North American Industry Classification System (NAICS) code for this requirement is 336611 with a size standard of 1250. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability. All inquiries received by the government by 03:00PM eastern time, 05 January 2017 will be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
