- Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Unarmed Security Guard Services for the Puerto Rico National Cemetery located at #50 Avenida Cementerio Nacional, Bayamón, Puerto Rico 00961. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561612 Security Guards and Patrol Services. The Small Business Size Standard is $20.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work: Contractor shall furnish all supervision, labor, tools, materials, supplies, equipment, uniforms, vehicles, and transportation to provide unarmed and uniformed security guard services at the Puerto Rico National Cemetery (PRNC), Bayamon, Puerto Rico. 1. Service on weekend and holiday: Unarmed uniformed security guard personnel shall open PRNC main gate and public restrooms at 7:00 a.m., provide security for general public, guard cemetery premises maintaining a constant patrol by vehicle, close public restrooms and close cemetery gate at 5:00 p.m. ensuring no pedestrian or private vehicle remains inside the cemetery, on weekend and holiday. Security personnel shall report initially by cell phone any problem, or call for assistance to the PRNC director and follow up with a written report within 24 hours of such incident. Points of contact (POC) and telephone numbers shall be provided by the cemetery administration. 2. Service during regular workdays: Unarmed uniformed security guard personnel shall close PRNC main gate and public restrooms at 5:00 p.m. ensuring no pedestrian or private vehicle remains inside the cemetery. 3. Roving Patrol Services: Unarmed uniformed security guard personnel shall provide roving patrol services and vehicle Monday thru Friday from 9:00am to 5:00pm (8 hours daily). Security personnel shall conduct themselves in a professional manner. Discrimination of any individual is strictly forbidden. The Government reserves the right to refuse acceptance of any contract personnel if personal or professional conduct jeopardizes the performance of the contract. Intoxication, drug use, theft, dereliction, negligence, etc., in performing tasks or other serious conduct shall be cause for removal and replacement of offending individual. While performing work at PRNC, security personnel shall be required to adhere to the following standards of dress and conduct. National cemeteries are National Shrines. Security personnel shall wear uniforms. Security personnel appearance and conduct shall be professional and unobtrusive at all times. Security personnel shall behave with appropriate decorum, courtesy, and respect while within the cemetery, its perimeter, or entrances. Shouting, cursing, angry outbursts, sleeping, intoxication, unsafe driving, and criminal activity of any kind will not be tolerated and cause for immediate removal. Security personnel when on cemetery grounds shall be in a clearly marked security company vehicle. The contractor shall ensure all motor vehicles used in the performance of this contract shall meet Puerto Rico safety, licensing, registration, and insurance requirements. All contract personnel operating motor vehicles shall have a valid Commonwealth of Puerto Rico driver's license. Reports or logs of security observations, record of events, findings, etc. shall be emailed the day of observance to the Puerto Rico National Cemetery director. The contractor shall obtain all necessary licenses and/or permits to perform this work. The contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract. The contractor shall be responsible for any injury or damage to personal or public property that occurs during the performance of this contract that is caused by their employees fault or negligence, and shall maintain personal liability and property damage insurance having coverage for limits as required by the laws of the Commonwealth of Puerto Rico and this contract. Further, it is agreed that any negligence of the government, its officers, agents, servants, and employees, shall not be the responsibility of the contractor hereunder with the regard to claims, loss, damage, injury, and liability resulting there from. Work Hours 1) On weekend and holiday work shall be performed between the hours of 7:00 a.m. to 5:00 p.m. 2) During regular workdays contractor personnel is to perform the closing of the cemetery at 5:00 p.m. Detailed Work Plan The contractor shall provide in writing a detailed work plan which presents the contractor's plan for completing the work. The contractor's plan shall be responsive with the scope of work and describe, in detail, the approach to be used for each task required. For each task, the contractor shall identify all necessary subtasks (if any), associated costs by task, and milestone dates. Four copies of the contractor's work plan shall be provided to the Contracting Officer prior to issuance of the Notice to Proceed. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
