- The Department of Labor, Mine Safety & Health Administration, intends to award a sole source contract under the authority of U.S.C.253(c)(1), as implemented by FAR 13.106-1 (b)(1) - Soliciting from a single source for purchases not exceeding the simplified acquisition threshold, to Quality Systems International, 545 Island Road, Suite 2-C, Ramsey, NJ 07446 for maintenance of the Mine Safety and Health Administrations' Technical Support WINLIMS system. The Pittsburgh Safety and Health Technology Center and National Air and Dust Laboratory (NADL) are responsible for the analysis and reporting of Coal and Metal/Nonmetal enforcement samples. The results of these samples have a critical impact on the health and safety of miners. These results are used to issue citations and prioritize future sampling inspections. In order to provide timely results, Laboratory Information Management System (LIMS) must be operational at all times. This system is a custom database used to track all samples from their receipt at the lab through the analysis process and reporting of data. It is used to index and archive all information and data associated with sample analyses, and is the source of electronic files which are uploaded into MSHA's health database in Denver and for the data that is formatted into reports for samples collected at individual mines. Both the Pittsburgh and NADL laboratories use this system under a multiple site licensing agreement. Both laboratories are accredited based on ISO 17025 international standards. As part of this accreditation, the laboratory must record receipt of all samples, give the sample a unique identification, and document the custody of samples from collection through transportation, receipt, preservation, storage, analysis, retention and reporting of data. These mandatory activities are accomplished through use of the QSI WINLIMS system. QSI will maintain a multi-site Laboratory Information Management System (LIMS) in good working order. Technical Support laboratories will be licensed to utilize this for calendar years 2017-2019. Support will include telephone, remote and internet support along with "bug" fixes and software upgrades as they become available. This covers both core license and customer (user) licenses. Quality Systems International Corporation (QSI) is the manufacturer of the LIMS system used by MSHA Technical Support. The software is customized by QSI. The program software was designed to meet the specifications of MSHA. LIMS interacts with many other laboratory programs and instruments to provide data to enforcement personnel. It was designed to calculate industrial hygiene samples, assign appropriate MSHA contaminant codes and transmit data files to the MSIS system. The programs are written in code and therefore unable to be changed except by QSI programmers. This action will result in a firm fixed price contract for a base year plus two optional year periods. The period of performance will commence on or about January 1, 2017 for a base year of a twelve (12) month period and then two optional year periods with a ending date on or about December 31, 2019. The NAICS code for this requirement is 541512 with a size standard of $27.5 million. This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
