- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13. The Army Contracting Command - Aberdeen Proving Ground, Tennant Contracting Division, 6001 Combat Drive, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 Explosives Test Database Design and Development The Government intends to award a Firm-Fixed Price (FFP) sole source order/contract to GLOBAL SYSTEMS TECHNOLOGIES, INC (GST). This firm GST has specialized expertise for continued development of a web-based explosives test database to categorize and assimilate Commercial Aircraft Vulnerability and Mitigation program test results into a centralized, searchable database. GST has performed database development to support CAV&M program since 2012 under contract W91ZLK-12-F-0112 in support of testing performed at ATC sponsored by the Department of Homeland Security IAW IAA HSHQPM-12-X-00042. Additional work is required for additional database design and added capabilities/functions. The associated North America Industry Classification System (NAICS) Code is 541512 and the Business Size Standard is $27500000. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:30 PM Eastern Time, Tuesday, December 27, 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
