- Notice of Intent - Black Knight/McDash INTENT TO AWARD A SOLE SOURCE ORDER The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to McDash Analytics, LLC for subscription services for mortgage performance data and analytic products. The authority permitting a sole source acquisition is FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C. 1901- Sole Source (including brand name) Acquisitions. The subscription will consist of a base year plus four option years. According to preliminary market research conducted, McDash Analytics, LLC is the sole provider of a subscription to a database that provides reliable mortgage origination, performance, and delinquency/foreclosure data at the National loan level. HUD Economists and Policy Analysts use this data in order to evaluate changes in housing and mortgage markets and to gauge the effectiveness of HUD's responses to changes in those markets. Minimum data requirements listed below: Contractor shall provide HUD with subscription services that include: A. Mortgage data including, but not limited to the following: 1. At least 30 million active first lien mortgages or 60% of the mortgage market, and 165+ million mortgage loans in database. 2. Data fields: credit score; delinquency status; interest rate; loan balance; original loan amount; loan-to-value ratio (LTV); loan age; ARM indicator; negative amortization indicator; loan purpose; property type; geography - state, county, MSA, zip-code; payment history; origination date; mortgage type; product type; investor; documentation status; occupancy; pre-payment penalty status; payment - principal, interest, taxes, & insurance; foreclosure status; mortgage insurance provider; AUS; charge off amount; loss mitigation status - mod type, workout type, duration of mod, interest rate before/after mod, remaining term before/after mod, P&I before/after mod and other similar fields. 3. Continuous time series mortgage performance data (delinquencies, foreclosures, and REO) for prime and subprime mortgages that allows HUD to track individual loans or loan cohorts from 2004 to present. B. Online access to mortgage data, with monthly data updates, and User IDs for ten HUD staff/contractors. C. Monthly Download of Loan Level Data File. D. Monthly Data Summary Reports: 1. Warehouse Distribution Report; 2. Market Summary Trends; 3. Delinquency and Migration Analysis Report; 4. Monthly Overview-Traditional Products; 5. Monthly Overview-Exotic Products. E. User Support-Contractor will provide point of contact with 24-hour response time to assist data users with respect to data results, the online interface, downloadable data files, or other questions. F. Training with respect to 1) Online mortgage analytic tool and 2) Loan level data download. G. Monthly conference calls summarizing/analyzing new data releases. H. Loss Mitigation Module. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than January 3, 2017, 1PM Central Time. Responses shall be submitted to Kervin.T.Dupart@hud.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state "Capabilities for Providing Mortgage Performance Data and Analytic Products Subscriptions" or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the McDash Analytics Services mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
