- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) is conducting market research to support the – National Center for Toxological Research (NCTR) requirement for Armed Security Guard Services. This is a Sources Sought notice to determine the availability of Small Businesses capable of supplying the required supply item/services. This notice is for planning purposes only, and does not constitute an invitation for Bids, Request for Proposal or Request for Quotation or an indication the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The appropriate NAICS code for the acquisition is 561612 -- Security Guards and Patrol Services; Small Business Size standards $20.5 million. Background: The U.S. Food and Drug Administration (FDA), National Center for Toxological Research, Jefferson Laboratories requires Armed Security Guard Services at the facility located at Jefferson, Arkansas. Jefferson Laboratory Complex Campus sits on 496 acres and occupies approximately one plus million square feet of floor space used as research laboratories/offices, warehouse storage, animal facilities; some is in various stages of renovation, or demolition. Statement of Need: The services are needed to insure the security and protection of building occupants, real and personal property against injury, molestation, loss or damage from any preventable cause including, but not limited to, fire, theft, trespass, espionage, and sabotage. Minimum Requirements (but not limited to): Maintain entrance and exit control of personnel, vehicles, equipment, and property at the site's Post 1 Main Gate, Post 2 Northeast Gate, Post 3 Outer Perimeter Gate (routinely monitored by camera from Post 1 and staffed on an emergency basis utilizing existing guard personnel), and Post 4 Roemer Gate with the use of armed security guards, an x-ray machine, metal detectors, scanners and mirrors; Conduct vehicle patrols of the site's perimeter, visitor housing and conference center, parking lot and area within the main Jefferson Labs complex; and Conduct foot patrols through office and laboratory space within the main Jefferson Labs complex, inspecting for and reporting security violations, safety and/or hazardous situations and equipment or utility malfunctions. Period of Performance: *Base Year + Four (4) 1-year Option Periods: Base: 4/15/2017 - 4/14/2018 Option Year 1: 4/15/2018 - 4/14/2019 Option Year 2: 4/15/2019 - 4/14/2020 Option Year 3: 4/15/2020 - 4/14/2021 Option Year 4: 4/15/2021 - 4/14/2022 Place of Performance: U.S. Food and Drug Administration National Center for Toxological Research 3900 NCTR Road Jefferson, AR 72079-9502 Responses to this sources sought shall unequivocally demonstrate the respondent is regularly engaged in providing Armed Security Guard Services. Though the target audience is small business or small businesses capable of providing Armed Security Guard Services from another small business, all interested parties may respond. At a minimum, responses shall include the following: 1. Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a service offered by another firm. 2. Past Performance information shall include date of services, description, dollar value, client name, Client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of company (to include DUNS number and size status) if not the respondent. 3. Descriptive literature, brochures, marketing material, etc. detailing the nature of services the responding firm is regularly engaged in providing. 4. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide if subcontracting opportunities exist for small business concerns. The Government is not responsible for locating or securing any information, not identified in the response.
