Description
Attachment 1 - company representations and certifications. Required to be completed and submitted by the supplier. Statement of Objectives Introduction The purpose of this Statement of Objectives (SOO) is to provide the basic objectives for the Postal Services requirements for international ocean transportation services, and to afford interested suppliers with the opportunity to submit to the United States Postal Service (USPS), information pertaining to their ability to provide for said services. Background Military customers of Jersey City, NJ require ocean service transportation of container mail to and from foreign postal administrators. These requirements detail the movement of mail and Empty Equipment (EE) in 20-foot or 40-foot containers, returning from the warzone. Each origin-destination point constitutes a segment service requirement. Objectives The USPS seeks to establish information from potential capable suppliers who can provide the ocean transportation services that the Postal Service has identified as a requirement. The ensuing contract(s) that may be awarded when these services are formally solicited will provide for round-trip mail delivery services from New Jersey (NJ) to the following ports: Outbound ports: Rotterdam Netherlands Great Britain Japan Australia Hong Kong India Inbound ports: Madrid Spain Valencia Spain Bilbao Spain Piraeus Greece Jebel UAE Oslo Norway Tokyo Japan Other ports that may be required as directed by the Postal Service on an ad-hoc basis are as follows: Bahrain, Bombay India, Sydney Australia, and Great Britain. For each segment awarded under this solicitation, the supplier must provide transportation of the shipment to and from the points listed in the above. At the discretion of the Postal Service, suppliers may be required to provide round-trip and/or one-way drayage of empty or loaded containers between the origin postal or other designated facility and the designated destination facility. Supplier Proposal Instructions This SOO does not provide every detail on the types of solutions to be offered, the comprehensiveness of any specific solution, nor any specific performance levels/metrics that must be associated with any specific area or requirement. Nonetheless, the Postal Service will require suppliers to offer comprehensive solutions that: 1) Are based on an understanding of the ocean transportation requirements and associated federal and state laws and regulations that govern ocean transportation. 2) Provide a scope of services that are responsive to the present and potential future needs of USPS stakeholders. 3) Ensure that performance levels and success criteria are set and achieved in all functional areas to ensure a satisfactory level of service. 4) Offer a wide variety of competitively priced services to the USPS. 5) Ensure an appropriate level of security based on the sanctity of U.S Mail. The purpose of this request for information is to seek potential suppliers who may be able to perform the specific services as described in the SOO. Information submitted in response to the Request for Information (RFI) must contain a complete description of all pertinent aspects of the effort the offeror wishes the Postal Service to consider. Previously submitted data or prior performance presumed to be known to the Postal Service (e.g., Pre-qualification package, previous projects performed for the Postal Service) will not be considered as part of the supplier information evaluation. The suppliers information must be sufficiently detailed and complete to demonstrate an understanding of the suppliers approach to, and ability to comply with, the requirements specified in the SOO. Format and Composition All suppliers must submit their information via e-mail. Volume 1: Supplier Specific (Supplier capability and past performance) The supplier's information should be e-mailed to: emma.j.manogue@usps.gov Emails cannot exceed ten (10) megabytes to be received by the USPS server. This limit includes email text, header, and attachments. Multiple emails from a single supplier will be accepted to mitigate this limitation but should be noted with numbers (e.g. Email 1 of 2, Email 2 of 2, etc.) to maintain organization and ensure full acceptance of the information provided. Suppliers are requested to adhere to the following page limits: Volume 1 Supplier Specific Sections Page Limit Offeror Capability 5 Past Performance 5 Introduction and Summary 5 VOLUME 1 - Supplier Specific Technical Criteria Supplier Capability: The supplier must demonstrate that it is able to perform all the services required as per the SOO. Information submitted should allow the Postal Service to determine the suppliers capability relating to the SOO. Suppliers should not rely on the Postal Service's personal knowledge of its capability through other past or current contracts held with the Postal Service. The information required should be responded to as though this is the first time a supplier is doing business with the Postal Service. Past Performance: Suppliers must submit information that will allow the Postal Service to determine its performance level on contracts and other business arrangements of similar size and scope. Information submitted should allow the Postal Service to determine the suppliers past performance relating to the following: Contract Performance History Suppliers should submit details of contracts held which may include those entered into by the Postal Service, federal government, agencies of state and local governments, as well as commercial customers. Suppliers that are newly formed entities without prior contracts should list contracts and subcontracts on which their key personnel performed directly or in a similar capacity. Include the following information for each contract and subcontract: •Name of customer contracting activity; •Contract number; •Contract type; •Contract performance period (include options): •Total contract dollar value; •Type of supplies/services provided; •Customer contracting officer, telephone and fax numbers; and, •List of major subcontracts (i.e., subcontracts value at 10% or more of the total prime value). References and Awards The offeror may submit a list of private sector references, and any awards it has received as a supplier, including quality, safety, and environmental efforts. Executive Summary The summary shall provide a concise statement of the plans for accomplishing the objectives and a discussion of the problems anticipated in the operations effort. The summary shall demonstrate the suppliers overall concept of the work as described in the SOO as well as plans for performing the objectives required. Organizational Support Suppliers must clearly describe the proposed organization to satisfy the Postal Service's requirement to provide expertise, capability, and resources to adequately handle the staffing and operation of the requirement. The supplier should provide rationale establishing that the proposed organization will ensure performance. The supplier shall present an organizational chart identifying the specific organizational units/elements participating in the operations of the requirement, location of each unit, reporting relationships and functions to be performed by each unit. The chart shall be drawn in a hierarchical format to show the relationships among those elements. The organizational chart shall also depict the organizational interfaces with all subcontractors and consultants. Attachment 4-3 Representations and Certifications must be completed and submitted with your information.
