Description
AST Required Specifications 1. Above Ground Storage Tank (AST) Construction and Design A. AST construction shall be of sound engineered design: i. AST must be heavy duty, steel construction and compatible for storage of flammable and combustible liquids IAW UL 142, OSHA, and NFPA standards. ii. Overall design and function shall maintain a high degree of structural integrity and quality. iii. Design and construction that enables precipitation to shed off tank surfaces iv. AST Capacity/Dimensions: AST capacity shall be a minimum of 660 gallons and have overall dimensions or footprint of no greater than 11 ½ ft. X 11 ½ ft. with maximum tank height of 6 ft. for placement on existing concrete pad. v. AST shall be double walled construction with a primary steel storage tank and secondary containment tank capable of containing 110% of the contents of the primary tank. vi. Secondary containment tanks shall be engineered to support primary tank and its contents vii. Interior steel tank joints must be continuous weld on each side of joints viii. Exterior joints not required for structural integrity may be seal welded ix. AST system must have support legs capable of providing stable distribution of tanks and contents x. AST shall have lifting lugs on tank system and forklift pockets to enable AST transport by forklift B. AST shall have stepped access to fill funnel to facilitate liquid pouring: 1. Step system shall meet Occupational Safety and Health Administration (OSHA) requirements 2. AST step system and components shall be anti-slip galvanized metal grate step design capable of draining precipitation and preventing personnel slips and falls 2. Primary tank shall have the following: A. Gauge capable of measuring tank liquid levels B. Access Ports: i. A manhole with cover and seal located 180 degrees from fill funnel to facilitate oil pumping station 1. Overfill Protection- Must be equipped with an overflow/high level shutoff float system capable of being set to activate when AST is 90% capacity 2. Emergency shutoff system capable of being set to activate at 95% tank capacity a. Must have audible alarm when emergency shutoff system is activated b. Must have emergency shut-off capable of activating at 95% AST capacity c. Emergency shut-off must have capability to shut-off air pump at remote pour station to prevent additional filling of tank past 95% capacity ii. Fill funnel: 1. Must be UL accepted with a capacity of 8-12 gallons 2. Shall be 8 to 10 inches height and have a width of 14-16 inch width having an anti-slash screen to prevent splashing when pouring of liquids and to prevent small object from entering primary tank 3. Shall be designed with a hinged cover: a. With rubber gasket to prevent water infiltration and shall be capable of being secured to prevent unauthorized filling b. Capable of remaining open when during filling 4. Must be incorporated into the top of the AST so that construction and positioning of funnel in tank shall enable precipitation to be removed from AST surfaces 5. Shall be fixed in place, no more than 3 inches from tanks edge to enable filling, but capable of being removed 6. Shall have a removable suction tube: a. That is UL accepted b. With 2 inch Quick coupling c. Mounted inside the fill funnel d. That terminates within ½ inch from primary tank floor 7. Shall be no more than 39 inches above landing level 8. Shall be capable of being secured to prevent unauthorized disposal C. Venting: i. Primary tank shall have standard and emergency venting to relieve excess internal pressure so as to prevent tank rupture ii. Venting to be protected by approved rain cap 3. Interstitial Space/ Release Detection: A. Must be continuous monitoring B. Shall be capable of vacuum monitoring C. Must pass UL142 vacuum test procedures D. Shall have vacuum valve with gauge that indicates vacuum retention or loss. i. Vacuum valve must facilitate vacuum pump connection ii. Vacuum valve shall have emergency vent E. Must have dip stick or leak detection gauge for positive identification of primary tank leakage 4. Finishes: A. Primary tank shall be coated with an interior epoxy liner with a minimum 15 MIL thickness B. Exterior surfaces of steel tanks must be corrosion coated with epoxy primer coating a minimum of 5 MIL and top coated with industrial grade polyurethane a minimum of 7 MIL thickness 5. Labeling: A. To meet UL 142 specifications B. Serial number plate C. Manufacturer model and identification plate D. Label identifying interstitial leak detection with monitoring frequency E. Product identification ("USED OIL") with minimum 3 inch lettering F. Fire safety warnings with a minimum of 3 inch lettering to be located on all 4 sides of AST system G. Vacuum vent identification label 6. AST Compatibility with Existing Equipment: AST must be capable of being used with existing Meyer's Remote Pumping Station that will be directly connected to AST to facilitate disposal of oils from within building. 7. Shipping: A. Freight charges are to be included with purchase B. MXSG will arrange off loading and placement of tanks
