- Description: The following work will be performed at the Hammond Federal Courthouse 5400Federal Plaza, Hammond, Indiana 46320 and the Robert A. Grant Federal Building and U.S. Courthouse, 204 South Main Street, South Bend, Indiana 46601. Project Summary Description: The Contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, equipment and subcontracts necessary to provide Operation and Maintenance and related services described in this solicitation including inspection, testing, and maintenance of all fire protection systems. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). If you are an Ability One Program (formerly the Javits-Wagner-O'Day Program) contractor, please include any Ability One requirements in your offer. This procurement will be full and open to all small business concerns. The North American Industrial Classification Code (NAICS) is 238220. This is negotiated, firm fixed price procurement; there will NOT be a public bid opening. The solicitation will be available on or about January 3, 2017; the actual date for receipt of proposals will be stated in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. After award, the successful offeror will be given a written Notice to Proceed, and shall provide contractual services for a 12 month period commencing on the day specified in the Notice to Proceed. Work under this contract is expected to commence on or about June 1, 2017. The Government shall have the unilateral option of extending the term of this contract for 4 consecutive additional periods of 12 months each. The awardee will be tasked with providing performance based Operations & Mechanical Maintenance services to ensure the safety of the building mechanical operations and to maintain the building assets. The general nature and intent of the work to be performed will include but is not limited to labor, materials, equipment, management, and supplies for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of the following equipment and systems: Electrical systems and equipment; Mechanical, plumbing, Building Automation System (BAS); Fire protection and life safety systems and equipment; Architectural and structural systems, fixtures, and equipment within the site (to the property line); Service request desk operations to include record keeping using a computerized maintenance management system (CMMS) if available or by other means as well as other administrative functions; Maintenance of landscape irrigation systems; Mechanical equipment for window washing (wall glider, tracks, davits, pedestals and associated equipment); Locks, keycard systems, vehicle barrier systems and static and dynamic bollard systems; Dock levelers and roll-up and sliding garage doors; The Contractor shall maintain all fixed equipment and systems; Storm drainage systems - reduce storm water pollution by minimizing discharges and runoff to the storm sewer system and environment. The Contractor shall complete roofing system investigations and repairs; The Contractor shall maintain and repair U.S. flag pole, lighting and pulley system; The Contractor shall maintain kitchen/concessions area drains; The Contractor shall maintain conveying equipment, parking control equipment, and loading dock equipment; Lawn Sprinklers. The Contractor shall be responsible for performing all work under this contract in accordance with all Federal, State, County, City laws and codes, and follow the more stringent of them. In addition to compliance with these laws, the Contractor shall follow all applicable standard industry practices including, but not limited to: Occupational Safety and Health Act (OSHA). Evaluation of Proposals: The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and provides the best value to the Government based on the evaluation factors. The evaluation factors to be used are total evaluated price and past performance. Past performance is significantly more important than price. As proposals become more equal in terms of past performance, the total evaluated price becomes more important. Offer Due Date: On or about February 7, 2017.
