- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to MDA Geospatial Services, Inc. of Richmond, BC, Canada to furnish: Set of 107 Synthetic Aperture Radar Images _______See Attached Statement of Work ____X___ See Below SET OF 107 SYNTHETIC APERTURE RADAR IMAGES RADARSAT-2 TECHNICAL PROPOSAL SPECIFICATIONS FOR IMAGERY PURCHASE SPECIFICATIONS: 1) IMAGERY MUST BE AVAILABLE IN THE VENDORS ARCHIVE FOR IMMEDIATE DELIVERY 2) IMAGERY MUST BE FROM SATELLITE SYNTHETIC APERTURE RADAR. 3) IMAGERY MUST INCLUDE AT LEAST 100 FRAMES IN AT LEAST 7 DIFFERENT BEAM MODES. 4) IMAGERY MUST HAVE BEEN COLLECTED IN THE PACIFIC OCEAN OFF THE COAST OF SOUTHERN CALIFORNIA AND THE BAJA PENINSULA, INCLUDING THE GULF OF CALIFORNIA. 5) IMAGERY MUST HAVE BEEN COLLECTED BETWEEN JULY 16, 2014 AND JULY 21, 2014 UTC. Part No: 123843 This imagery was collected by MDA Geospatial Services while under subcontract to NRL, and NRL specified the imaging modes and areas. These specifications were made to allow R&D image analysis across many bean modes and resolutions. No other vendor has archived on equivalent set of Synthetic Aperture RADAR images from satellite. The North American Industry Classification System Code (NAICS) for this requirement is 334220 with the size standard of 1,250 Employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 5840. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: •· Federal Acquisition Regulation (FAR) Part 13.106-1(b) f or purchases not exceeding the simplified acquisition threshold of $150,000. Interested parties may identify their interests and capability to respond to this requirement within five (5) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
