Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THE PURPOSE OF THIS RFI IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (SMALL, SMALL DISADVANTAGED, WOMEN-OWNED, VETERAN-OWNED, SERVICE-DISABLED VETERAN-OWNED, HUBZONE OR LARGE BUSINESS) RELATIVE TO THE NAICS CODE. RESPONSES TO THIS RFI WILL BE USED BY JPL TO MAKE APPROPRIATE ACQUISITION DECISIONS. BACKGROUND The California Institute of Technology's Jet Propulsion Laboratory (JPL) operating under prime contract with the National Aeronautics and Space Administration (NASA), seeks to identify potential sources interested in responding to RFI for comprehensive payroll services outsourcing feasibility study at JPL. The intent of the feasibility study is to make a decision whether payroll services at JPL should remain in house or be fully or partially outsourced to the payroll services provider. SCOPE Provide core payroll function services for JPL, a Federally-Funded Research and Development Center (FFRDC) organization with more than 5,000 employees in multiple states and abroad. These areas include but are not limited to: 1. Provide comprehensive payroll run for JPL (an FFRDC) 2. Conduct inbound/outbound interfaces, including validations and reconciliations, with multiple third party providers 3. Conduct tax filing and statutory deductions in multiple states 4. Conduct validation of data entry sources 5. Diagnose and correct errors before they become compliance issues 6. Interface with Oracle modules 7. Provide reports and possibly dashboards that summarize status of a payroll run 8. Assist JPL management to reconcile payroll data and integrate with other HCM functions, such as Human Resources and Financial Accounting. STATEMENT OF CAPABILITIES If your company is interested and capable of performing services outlined above, JPL requests a direct but concise response to the following key points regarding your company's capabilities: 1. Do you have any experience with Government/Federally Funded Research & Development Centers (FFRDCs)/Educational Institutions/Aerospace clients? 2. Describe the services you normally provide and don't provide to clients? a. Are there levels of services available? Please list. b. Do you have employment options for client staff, once client outsources? 3. Do you adopt client's business rules, or do you have standard process based on California Labor laws? What if there's any conflict between the two? a. Describe your process for implementation/communication of changes in law? 4. Describe how you conduct inbound/outbound interfaces with 3rd party providers. a. Type of files (Technical terms) required for inbound/outbound interfaces? i. Describe what files are required from client? b. What type of validation is performed for inbound/outbound interfaces? 5. Describe your processes for managing and auditing tax multi-state tax filing and statutory deductions. 6. Describe view, audit and print capabilities for W-2 forms and other tax documents. Describe capabilities for additions and edits of federal and state withholding elections. 7. Do you have any manual processes? If yes, describe your data entry audit/error correction process? 8. Describe types of standard reports/dashboards that are available to JPL financial management after each payroll run. 9. Describe your exit strategy, in case of termination of payroll services provided. REQUIREMENTS JPL requests that interested parties respond in written form not to exceed five (5) pages in length.
