Solicitation Document ****Please Note: Review attached solicitation for full details on this requirement**** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL -AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-92, effective November 18, 2016 This acquisition is 100% set-aside for small business. 1352.215-72 INQUIRIES (APR 2010) Quoters must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist (Forest.Crumpler@nist.gov) and the Contracting Officer (Patrick.Staines@nist.gov). Questions shall be received no later than three (3) calendar days after the issuance date of this solicitation. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, on the question responses included in the amendment to the solicitation will govern performance of the contract. (end of provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. I.BACKGROUND The CNST Nanolab has a requirement for a Gimbal Isolator to isolate the vibrations in the pump line from a Roots Pumping System which circulates the He3He4 mixture gas in a dilution refrigerator system used to support scanning probe nanoscale science research at cryogenic temperatures in the CNST user facility. The gimbal isolators are required to have the same performance and be compatible and interchangeable with our existing pumping system for circulating He mixtures in our current ultra-low temperature scanning probe system. This pumping system will be used to setup a second ultra-low temperature scanning probe microscope in CNST to meet the expanding demand of outside facility users and NIST staff. The two systems are setup to be as identical to each other so that users can easily learn one system and be able to operate both systems. This will allow simultaneous experiments to be run by different users, or the same user. This is a Brand Name Only Requirement: Full compatibility with existing pumping system is required to ensure that simultaneous experiments can be run as well as providing a back-up system for the user facility. The Gimbal Isolators for the original system were designed based on the scientific article, "Improved method for minimizing vibrational motion transmitted by pumping lines", by W.P. Kirk and M. Twerdochlib, Review of Scientific Instruments, Vol. 49, 765 (1978) and were custom-made by McAllister Technical Services in 2005. This product is now sold by McAllister as a commercially available product. Only McAllister Technical Services Gimbal Isolators will meet the needs of this requirement. All interested Contractors shall provide a quote for three (3) McAllister Technical Services Gimbal Isolators. II.CLIN STRUCTURE/CONTRACT TYPE All quoters shall provide a quotation for the following line item: •CLIN 0001 (Firm-Fixed Price): Three (3) McAllister Technical Services Gimbal Isolators that meet or exceed the salient characteristics below, delivery, and warranty: III.STATEMENT OF WORK/SALIENT CHARACTERISTICS All items must be new. Prototypes, first articles, demonstration models, used, refurbished or otherwise developmental systems, will not be considered for award. Minimum specifications: a.The gimbal isolator shall be identical to that pictured on the web site: http://mcallister.com/product/vibration-isolator/ b.The gimbal isolator shall have 6 inch OD conflat flanges on each end and 4 inch ID configured in a right angle geometry c.The flange face to flange face center point shall be 9 inches apart along the flange axes d.The gimbals isolator shall have two sets of C-flex bearings 90 degrees apart on each flange end, and anchored to the body of the isolator to make a cross isolator arrangement e.The gimbal isolator shall use welded bellows and be ultra-high vacuum compatible
