- Description
- The Army Corps of Engineers Information Technology (ACE-IT) program, in accordance with FAR Part 6.302-1(a) (2)(iii), intends to make a sole source award to a firm with the capability to provide radio support and services (i.e. radio services) associated with United States Army Corps of Engineers (USACE) radio systems. USACE customers have numerous repair requirements for High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and maritime handheld, mobile, and base station radio communications systems, equipment, and accessories. Surge Services are multiple individual radio projects that will be provided as needed and identified as "When Ordered". Individual projects may include planning, site survey, design, purchasing new equipment, installation, programming and preventative maintenance services as required for each project, at all USACE Sites. The individual surge projects will be within a broad range of size and scope. The requirements will be articulated within each individual Performance Work Statement (PWS) and shall be priced upon request. Each project will be invoiced separately based on the "When Ordered" Surge number. Each "When Ordered" Surge will be a separate task order. Surges services will be required at various locations and facilities including fixed buildings, floating plants, temporary field structures, alternate work sites, deployment locations, or other sites. These requirements encompass unclassified information sent over radio transmission systems. This action will exercise the option to extend services (FAR 52.217-8) for up to six months on an this existing acquisition, which will allow the Government to continue to fulfill the requirement for the above detailed radio services until the resolution can be attained on an ongoing protest of award for the larger radios services action later this fiscal year. The anticipated source is Tribalco, LLC, 4915 St. Elmo Avenue, Bethesda, MD 20814. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government's intent to continue a sole source award. Contractors who can provide ACE-IT with radio services, in accordance with the synopsis listed beginning 1 January 2017, are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. Under the authority of 6.302-1(a)(2)(iii), the government intends to continue this sole-source award to Tribalco, the incumbent, because awarding to any other source would result in unacceptable delays and duplication of costs. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
