- Engineering Support Personnel, Inc. * (ESP, Inc. - resident in Orlando, Florida - DUNS 849193107 ), Global Technical Services, LLC * (GTS, LLC - resident in Anchorage, Alaska - DUNS 968468822 ), and Ice Technical Services, Inc. * (ITS, Inc. - resident in Anchorage, Alaska - DUNS 169828675 ) are being awarded a Multiple Awardee Indefinite Delivery - Indefinite Quantity (IDIQ) Task Order Contract (MATOC). T his MATOC vehicle is for Ground Training Services Support (GTSS) for operations and maintenance of training ranges supporting the Fleet Marine Force (FMF) in all major geographical FMF home station locations. The maximum order ceiling of the MATOC with shared capacity among all contractor awardees under this Ground Training Systems Support (GTSS) contract will not exceed $48.9 Mil. This GTSS MATOC IDIQ contract will have a basic ordering period of 40 months after-date-of-contract (ADC) with a potential period of performance of 52 months ADC. Places of performance for GTSS services are as follows: Marine Corps Base Camp Pendleton, CA (estimated percentage of work over the life of the contract is 17.5 percent); Marine Corps Air Station Miramar, CA (estimated percentage of work over the life of the contract is 2 percent); Marine Corps Air Station Yuma, AZ (estimated percentage of work over the life of the contract is 5 percent); Mountain Warfare Training Center, Bridgeport, CA (estimated percentage of work over the life of the contract is 2 percent); Marine Corps Air Ground Combat Center, Twenty-nine Palms, CA (estimated percentage of work over the life of the contract is 17.5 percent); Marine Corps Logistics Base Barstow, CA (estimated percentage of work over the life of the contract is 1 percent); Marine Corps Base Camp Lejeune, NC (estimated percentage of work over the life of the contract is 17 percent); Marine Corps Air Station Cherry Point, NC (estimated percentage of work over the life of the contract is 2 percent); Marine Corps Air Station Beaufort, SC (estimated percentage of work over the life of the contract is 1 percent); Marine Corps Recruit Depot, Parris Island, SC (estimated percentage of work over the life of the contract is 2 percent); Marine Corps Base Quantico, VA (estimated percentage of work over the life of the contract is 14 percent); Marine Corps Security Forces Training Company, Chesapeake, VA (estimated percentage of work over the life of the contract is 3 percent); Marine Corps Logistics Base Albany, GA (estimated percentage of work over the life of the contract is 1 percent); Marine Corps Base Hawaii (estimated percentage of work over the life of the contract is 7 percent); Marine Corps Base Okinawa, Japan (estimated percentage of work over the life of the contract is 6 percent); Marine Corps Air Station Iwakuni, Japan (estimated percentage of work over the life of the contract is 2 percent). Types of funds utilized to support the initial Task Order 0001 delivery order for fiscal year 2017 are Operations and Maintenance, Marine Corps (OMMC). Contract funds in support of the first task order in the amount of $7,536,103 (awarded to ESP, Inc. with Task Order 0001 concurrently competed as part of the GTSS base MATOC vehicle procurement) will expire September 30, 2017. This contract was competitively procured via the Federal Business Opportunities website, with three proposals received. Marine Corps Systems Command at 2200 Lester Street, Quantico, Virginia (via subordinate activity, Program Manager - Training Systems of Orlando, Florida) is the contracting activity for this GTSS MATOC [note - the MATOC is divided amongst base contract numbers M67854-17-D-7829 (ESP, Inc.), M67854-17-D-7830 (GTS, LLC), and M67854-17-D-7831 (ITS, Inc.)]. Of note, Engineering Support Personnel, Inc. * (ESP, Inc.), Global Technical Services, LLC * (GTS, LLC), and Ice Technical Services, Inc. * (ITS, Inc.) are all small businesses. The GTSS MATOC vehicle was awarded December 5, 2016.
