- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, size standard is $7.5M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services The VA Palo Alto Health Care System, Palo Alto, CA is requesting the services of a contractor to repair leaks in Chiller #1, Circuit #1, Cooling Tower Air Cooled Chiller, Bldg. 100. 1) Pick up equipment and materials necessary for work to be completed and move to job site at Bldg. 100, PAD 2) Map out leaking condenser coil circuits to be bypassed and capped 3) Using refrigerant recovery system, remove R22 Freon gas from system 4) Isolate leaking circuits and verify with nitrogen gas under pressure 5) Install copper isolation caps where necessary and silver braze all fittings 6) Repair and verify leaks with Nitrogen gas under pressure 7) Evacuate entire circuit #1 and perform standing vacuum test 8) Start chiller and fully charge circuit #1 with Freon R-22 9) Check operation of circuit and report any deficiencies 10) Remove all contractor owned tanks, hoses, and recovery equipment from job site 11) Debris will be removed daily at contractor expense 12) Contractor will supply all tools and equipment to complete work. 13) VA HVAC Shop will supply an estimated 70 lbs. of Freon R-22 refrigerant to fully charge the chiller. 14) Work will be performed during regular business hours. 15) Contractor will have Thirty (30) days to complete work from award of contract 16) Contractor will verify and certify operation of system at time of system startup 17) WARRANTY: Work is to be guaranteed for a period of one full year (365 days) past date of acceptance by COR/VA 18) MISCELLANEOUS: 1. The contractor (all personnel and subcontractors) will obtain temporary security badges or ID daily for all employees by contacting the Palo Alto Division Police Service, Building 100 1st floor, F wing prior to start of work 2. The C&A requirements do not apply and a Security Accreditation Package is not required The Government requests that interested parties provide the following capability information to the Contract Specialist, Olivia Duarte by e-mail at: olivia.duarte@va.gov by close of business December 16, 2016: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) DUNS number (e) Ability and experience with similar projects. (f) List of projects similar in scope. The Government will use this information when determining its business type decision. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
